• Mr. Fornell wondered how much more the City could do to alert the resi- <br /> dents to the parking restrictions saying notification had been provided <br /> through the City ' s legal newspaper, the school paper and notices posted <br /> at various locations throughout the City. He and Mrs. Johnson discussed <br /> failure in past attempts to inform the residents saying stamped messages <br /> on the water bills have gone unnoticed and when letters have been sent <br /> with the water bills the whole envelope has been discarded as junk mail. <br /> Motion by Mayor Haik and seconded by Councilman Sundland to request the <br /> Manager to consider modifications to the winter Parkinq ordinance which <br /> will allow the Police Chief some discretion regardinq its enforcement under <br /> special circumstances at times when allowing parking will not interfere <br /> with snow removal. <br /> Motion carried unanimously. <br /> Motion by Councilman Sundland and seconded by Councilman Letourneau to <br /> approve the resolution which permits the transfer of the receipts for court <br /> fines to the fund from which prisoner room and board costs are paid. <br /> RESOLUTION 78-074 <br /> A RESOLUTION MODIFYING THE 1978 BUDGET <br /> Motion carried unanimously. <br /> The Mayor thanked Mrs. Johnson for her informative explanation of year <br /> • end budget transfers. <br /> Motion by Councilman Sundland and seconded by Councilman Letourneau to <br /> adopt Resolution 78-075. <br /> RESOLUTION 78-075 <br /> A RESOLUTION MODIFYING THE 1978 BUDGET <br /> Motion carried unanimously. <br /> Mr. Fornell' s January 3rd recommendations for the replacement of the bridge <br /> on St. Anthony Boulevard were reflected in the following: <br /> Motion by Councilman Sundland and seconded by Councilman Ranallo to adopt <br /> Resolution 79-012. <br /> RESOLUTION 79-012 <br /> A RESOLUTION DESIGNATING PART OF ST.
