• repair within the City' s right of way across the existing bridge. <br /> Motion by Councilman Sauer and seconded by Mayor Haik to authorize Short- <br /> Elliott-Hendrickson to provide Phase 1 of their proposal for the replace- <br /> ment of the St. Anthony Boulevard bridge. <br /> Motion carried unanimously. <br /> The Council agreed with Mr. Fornell ' s recommendation that the community <br /> assistance program proposed by International Systems, Inc. not be accepted <br /> until the applicants can provide further evidence of benefit to the City. <br /> Mr. Nelson was present to suggest changes he thought were necessary to im- <br /> prove the performance of the Apache Liquor operation. He predicted a move <br /> from the present Apache location to a new building along Silver Lake Road <br /> would double revenues for the operation in a short time, and thought making <br /> the necessary repairs to the existing bar would be uneconomical. The <br /> liquor store manager saw the proposed analysis by Economic Research as a <br /> waste of money. Mr. Fornell agreed that another marketing study was un- <br /> necessary but wanted all alternatives explored and saw the value in the <br /> economic site analysis the research company had proposed. <br /> A discussion followed on the zoning difficulties which would have to be <br /> faced if a new liquor store were to be built along Silver Lake Road, the <br /> economic viability of Apache and the possibility of a neighboring munici- <br /> pality erecting a competitive store on the City' s borders if the City Did <br /> • not move first in that direction. <br /> Motion by Councilman Sauer and seconded by Councilman Ranallo to direct <br /> the Manager to renegotiate the proposal from Economic Research for an <br /> economic site analysis and site characteristic study for alternatives for <br /> the possible relocation of Liquor Store #2 . <br /> Motion carried unanimously. <br /> The risk analysis made by Alexander and Alexander was considered but no <br /> action on the purchase of additional coverage was taken. The Manager is to <br /> review the feasibility of indicated coverages. <br /> Mr. Fornell 's February 7th assessment of the alternatives which the City <br /> can pursue for funding the proposed replacement of Highcrest Road was com- <br /> mended by the Mayor and he was requested that this data be made available <br /> for the Public Hearing on the project which is to be held February 27th. <br /> The January Fire and 1978 Police Department reports were ordered filed. <br /> Gary Fey, 16317 County Road J, and his wife were present to discuss the <br /> Family Fun Center they propose to operate next door to Pako in the St. <br /> Anthony Shopping Center at 2907 Pentagon Drive . He acknowledged that his <br /> testing the amusement devices had generated complaints from Pako employees <br /> but insisted that since he had adjusted the machines Pako employees had <br /> told him they could no longer be heard. Nevertheless, he was willing to <br /> comply with the installation of sound barriers on that side of the store as <br /> (5) <br />
