• Motion by Councilman Sauer and seconded by Councilman Ranallo to approve <br /> the revised agreement with Scout Troop #1586 and the contract with <br /> Jonathan Studios for the sculpture "Generation" which is to be erected as <br /> agreed in St. Anthony Cemetery. <br /> Motion carried unanimously. <br /> Accepting the recommendations from the Superintendent of Public Works that <br /> Layne Minnesota be accepted to repair Well No. 3 the following motion was <br /> made: <br /> Motion by Councilman Ranallo and seconded by Mayor Haik to accept the bid <br /> and award the contract for the repair of Well No. 3 to Layne Minnesota. <br /> However, before the vote was taken, Woody Holmes , representing Keys Well <br /> Drilling Company, who had also bid on the contract, contested Layne 's <br /> tabulations of the cost of pulling the pump and its installation saying he <br /> doubted these costs could vary to the extent they were reflected in the <br /> other company's bid. He also disagreed withthe reported contention of <br /> Layne that the union requires three men to do the job. <br /> Councilman Ranallo withdrew his motion and the matter was tabled until the <br /> next Council meeting when Mr. Hamer will be requested to furnish clarify- <br /> ing information to aid the Council in deciding how to award the contract. <br /> Motion by Councilman Sauer and seconded by Mayor Haik to authorize the pre- <br /> paration of the specifications for the replacement of the water mains on <br /> Stinson Boulevard and across Highway 8 as recommended by the Superintendent <br /> of Public Works. <br /> Motion carried unanimously. <br /> Motion by Councilman Sauer and seconded by Councilman Letourneau to approve <br /> the agreement with Columbia Heights for providing supplemental engineering <br /> service to the City in 1979 . <br /> Motion carried unanimously. <br /> Motion by Councilman Ranallo and seconded by Councilman Letourneau to <br /> authorize the revised contract with Metropolitan Council Housing and Re- <br /> development Authority providing the joint operation of the Section 8 Exist- <br /> ing Housing Program with the City. <br /> Motion carried unanimously. <br /> Rodger Short of Short-Elliott-Hendrickson, Inc. and that firm's Chief of <br /> bridge construction, Bernard Jahn, discussed the cost study they had pre- <br /> pared for the St. Anthony bridge project. They compared the costs they <br /> had anticiapted for the first phase of the project which they proposed for <br /> the same work by BRW, Inc. attempting to explain the differences in the <br /> estimates. <br /> IQ Mr. Jahn said he thought his firm might be able to avoid a costly environ- <br /> mental impact study for the project by keeping the new construction and <br /> (4) <br />
