• Motion by Councilman Sauer and seconded by Councilman Ranallo to approve the revised agreement with Scout Troop #1586 and the contract with Jonathan Studios for the sculpture "Generation" which is to be erected as agreed in St. Anthony Cemetery. Motion carried unanimously. Accepting the recommendations from the Superintendent of Public Works that Layne Minnesota be accepted to repair Well No. 3 the following motion was made: Motion by Councilman Ranallo and seconded by Mayor Haik to accept the bid and award the contract for the repair of Well No. 3 to Layne Minnesota. However, before the vote was taken, Woody Holmes , representing Keys Well Drilling Company, who had also bid on the contract, contested Layne 's tabulations of the cost of pulling the pump and its installation saying he doubted these costs could vary to the extent they were reflected in the other company's bid. He also disagreed withthe reported contention of Layne that the union requires three men to do the job. Councilman Ranallo withdrew his motion and the matter was tabled until the next Council meeting when Mr. Hamer will be requested to furnish clarify- ing information to aid the Council in deciding how to award the contract. Motion by Councilman Sauer and seconded by Mayor Haik to authorize the pre- paration of the specifications for the replacement of the water mains on Stinson Boulevard and across Highway 8 as recommended by the Superintendent of Public Works. Motion carried unanimously. Motion by Councilman Sauer and seconded by Councilman Letourneau to approve the agreement with Columbia Heights for providing supplemental engineering service to the City in 1979 . Motion carried unanimously. Motion by Councilman Ranallo and seconded by Councilman Letourneau to authorize the revised contract with Metropolitan Council Housing and Re- development Authority providing the joint operation of the Section 8 Exist- ing Housing Program with the City. Motion carried unanimously. Rodger Short of Short-Elliott-Hendrickson, Inc. and that firm's Chief of bridge construction, Bernard Jahn, discussed the cost study they had pre- pared for the St. Anthony bridge project. They compared the costs they had anticiapted for the first phase of the project which they proposed for the same work by BRW, Inc. attempting to explain the differences in the estimates. IQ Mr. Jahn said he thought his firm might be able to avoid a costly environ- mental impact study for the project by keeping the new construction and (4)
