CITY OF ST. ANTHONY
COUNCIL MINUTES
APRIL 24 , 1979
The meeting was called to order by Mayor Haik at 7 : 30 p.m.
Present for roll call: Letourneau, Ranallo , Haik , Sundland , and Sauer.
Also present: Jim Fornell, City Manager
Ron Berg, Administrative Assistant
Dennis Buratti , City Attorney
Motion by Councilman Letourneau and seconded by Councilman Sauer to
approve as submitted the minutes for the Council meeting held on
March 27 , 1979 .
Motion carried unanimously.
Doug Jones reported actions taken and recommendations to the Council
made by the Planning Board during their meeting April 17, 1979 , as
reflected in the minutes of that meeting. Council approval was
recommended for the additional five foot front yard setback variance
to the variances already granted Elmer Hansen for the single family
residence he proposes to build on Lot 1 of the replatted property
he owns at 4033 Silver Lake Terrace , Mr. Jones said. He then cor-
rected a reference in the minutes to the distance the structure will
be from the platted roadway saying a measurement taken revealed
that distance t o be 20 rather than 25 feet, which was agreed to by
Mr. Hansen, who was present.
Motion by Councilman Sundland and seconded by Councilman Sauer to
grant an additional five foot front yard depth setback variance to
Elmer Hansen, which will permit him to reduce to twenty feet the
front yard of the single family residence he proposes to construct
on Lot 1 , Block 1, Olson Addition, finding as did the Planning Board
that: granting the variance will not destroy the unique and unusual
characteristics of that particular area of the City because the new
structure will be consistent with the front yard setbacks of exis-
ting structures on that cul du sac; taking into consideration the
additional usable dedicated land the City is gaining through the
lot split, road vacation and variances which have already been
granted to Mr. Hansen, and noting no neighbor opposition to the
proposal at either of the two hearings on the requested changes .
Motion carried unanimously.
The Board representative then reported that body had tabled action
on the request from Robert Bartz that he and Sid Johnson be allowed
to convert the double bungalows they are constructing on the corner
of 39th Avenue N.E. and Macalaster Drive for private ownership. He
said in view of the separate water and sewer service to each of the
six units , the Board had questioned whether private ownership had
not been intended when the project was planned. Mr. Buratti discussed
