-5- <br /> Information regarding the 911 emergency telephone planning/dispatch <br /> • services had been provided by Mr. Fornell. <br /> Motion by Councilman Sauer and seconded by Councilman Letourneau to <br /> follow the Manager's recommendation to continue dispatching emergency <br /> serivices through the Hennepin County Sheriff ' s radio, but to keep <br /> the option open for reconsideration of Minneapolis dispatching, should <br /> there be a resolution of the cost and benefit factors. <br /> Motion carried unanimously. <br /> Consideration of the proposed police reserves , intern, CSO, and <br /> crime prevention programs was pursued further. <br /> Mr. Fornell will research the availability of L.E.A.A. funding as <br /> requested by Councilman Sauer. He answered Councilman Ranallo ' s <br /> question of whether the other three programs were possible without <br /> the services of the CSO, whose position will no longer be funded <br /> after May 15, by saying these programs might conceivably be put in <br /> operation without the CSO, but it appeared she might be in the posi- <br /> tion to facilitate them since she had done the preliminary research <br /> for them and she and Sgt. Puffer had been working with the senior <br /> citizens on projects from which additional crime prevention programs <br /> might be started. <br /> Councilman Ranallo saw the simultaneous initiation of the reserve <br /> • and intern programs as essential so that if one does not work out <br /> the City will have the other program for extending the productivity <br /> of the regular police department and said he now felt, if the direc- <br /> tion for the programs could only be provided by the CSO, there might <br /> be merit in continuing that position. <br /> Councilman Letourneau disagreed saying he felt that if the ground- <br /> work for the intern, reserve, and crime prevention programs had <br /> already been laid by the CSO, it would only seem practical that the <br /> reserves and intern programs could now be set up by regular_ staff <br /> and the reserves and interns used to provide the crime prevention <br /> program. He was concerned that the CSO person, knowing the position <br /> will terminate in December, might not give 100 percent performance <br /> to the programs. His and Councilman Sundland's opposition to the <br /> continuance were reflected in their voting on the following: <br /> Motion by Councilman Ranallo and seconded by Councilman Sauer to <br /> adopt the resolution which will continue the CSO position until <br /> January 1, 1980 , on the condition it shall be the responsibility <br /> of the CSO to initiate the proposed police reserve, intern, and <br /> crime prevention programs and bring them up to the stage where when <br /> the CSO position is phased out, they will be operational to such an <br /> extent they can be taken over by the police department. <br /> • P, <br /> v <br />
