-4- Motion by Councilman Letourneau and seconded by Councilman Sauer to authorize a City proclamation of the observance of Law Enforce- ment Week, May 13-19 . Motion carried unanimously. Rod Bernu, construction manager for M & M Development Corporation , appeared to discuss his May 1 request for street access and storm sewer service along Anthony Lane for the warehouse his firm pro- poses to construct on property they will purchase in Roseville at the end of that City street. He promised to give the City full cooperation regarding looping the water line if their property were involved. He also saw as an advantage to the City the place- ment of the driveway for the warehouse which could be used by the City as a turn-around for emergency vehicles . The Mayor Pro Tem suggested Mr. Bernu seek formal acknowledgements from property owners along Anthony Lane that they would not oppose these concessions to M & M and return with them to the Council on May 22 . . Mr. Fornell said he would also like, at the same time , a written understanding from Roseville regarding th(, services to be provided by St. Anthony. He told the Council the consulting engi- neer for the rebuilding of Anthony Lane is scheduled to report to them on May 22 on cost overruns which precipitated a rebidding of the project and said, though there is no legal requirement to do so, he saw as a courtesy a rehearing on costs to be assessed before • affected property owners early in June. He was requested to report the Bernu request to the Planning Board. Motion by Councilman Sauer and seconded by Councilman Sundland to approve the maintenance service agreement between Ramsey County and the City for the continuance of the City ' s sweeping of the county roads . Motion carried unanimously. The meeting was recessed from 8 : 30 p.m. to 8 : 40 p.m. when a taped presentation of cable television was provided by Ann Davis of the Minnesota Cable Communications Board. She told the Council that she and Robert Zeller, who was also present, represented the Commis- sion which was formed by the Governor to promote the cable television industry in the public interest and were appearing that evening to inform them regarding the types of services the City can expect if they decide to franchise. Mr. Berg had provided pertinent informa- tion regarding the service , and the Cable Board representatives answered questions about its possible benefits to the City and pro- cedures for establishing rates for each municipality. Mayor Haik arrived at 9 : 40 p.m. Councilman Sundland continued to chair the meeting. It was agreed the next step in the franchising process , the naming • of a citizens ' advisory committee , should be taken, with each Council member to make one appointment to that body before the next Council meeting.
