-4- <br /> Motion by Councilman Letourneau and seconded by Councilman Sauer <br /> to authorize a City proclamation of the observance of Law Enforce- <br /> ment Week, May 13-19 . <br /> Motion carried unanimously. <br /> Rod Bernu, construction manager for M & M Development Corporation , <br /> appeared to discuss his May 1 request for street access and storm <br /> sewer service along Anthony Lane for the warehouse his firm pro- <br /> poses to construct on property they will purchase in Roseville at <br /> the end of that City street. He promised to give the City full <br /> cooperation regarding looping the water line if their property <br /> were involved. He also saw as an advantage to the City the place- <br /> ment of the driveway for the warehouse which could be used by the <br /> City as a turn-around for emergency vehicles . <br /> The Mayor Pro Tem suggested Mr. Bernu seek formal acknowledgements <br /> from property owners along Anthony Lane that they would not oppose <br /> these concessions to M & M and return with them to the Council on <br /> May 22 . . Mr. Fornell said he would also like, at the same time , a <br /> written understanding from Roseville regarding th(, services to be <br /> provided by St. Anthony. He told the Council the consulting engi- <br /> neer for the rebuilding of Anthony Lane is scheduled to report to <br /> them on May 22 on cost overruns which precipitated a rebidding of <br /> the project and said, though there is no legal requirement to do so, <br /> he saw as a courtesy a rehearing on costs to be assessed before <br /> • affected property owners early in June. He was requested to report <br /> the Bernu request to the Planning Board. <br /> Motion by Councilman Sauer and seconded by Councilman Sundland to <br /> approve the maintenance service agreement between Ramsey County <br /> and the City for the continuance of the City ' s sweeping of the <br /> county roads . <br /> Motion carried unanimously. <br /> The meeting was recessed from 8 : 30 p.m. to 8 : 40 p.m. when a taped <br /> presentation of cable television was provided by Ann Davis of the <br /> Minnesota Cable Communications Board. She told the Council that <br /> she and Robert Zeller, who was also present, represented the Commis- <br /> sion which was formed by the Governor to promote the cable television <br /> industry in the public interest and were appearing that evening to <br /> inform them regarding the types of services the City can expect if <br /> they decide to franchise. Mr. Berg had provided pertinent informa- <br /> tion regarding the service , and the Cable Board representatives <br /> answered questions about its possible benefits to the City and pro- <br /> cedures for establishing rates for each municipality. <br /> Mayor Haik arrived at 9 : 40 p.m. Councilman Sundland continued to <br /> chair the meeting. <br /> It was agreed the next step in the franchising process , the naming <br /> • of a citizens ' advisory committee , should be taken, with each <br /> Council member to make one appointment to that body before the <br /> next Council meeting. <br />
