Claims. <br /> 3 Voting on the motion: Cavanaugh, Sparks, Thuesen, and Horst voted aye. <br /> 4 Hodson abstained from voting due to absence at that meeting. <br /> 5 Motion carried. <br /> 6 VIII. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 7 A. Resolution 01-043, re: Support Hennepin County Park's purchase of the Salvation Army <br /> 8rp operty. <br /> 9 Mayor Cavanaugh stated that the Superintendent of Parks has withdrawn Resolution 01-043 as <br /> 10 the Hennepin County Park's negotiations with the Salvation Army have not been finalized. <br /> 1 I B. Resolution 01-037, re: Acquiring Harding Street Ponding easements. <br /> 12 City Manager Momson reported that this is a resolution to use the power of eminent domain to <br /> 13 acquire the remaining seven easements which the City has been unable to acquire by negotiation. <br /> 14 Mornson noted that at the January 23 meeting the City Council accepted three easements. <br /> Morrison added that just prior to tonight's meeting, Matt Storm, Evergreen Land Services <br /> 6 reported that one more property owner has accepted. <br /> 17 <br /> 18 Todd Hubmer, WSB, presented background on the Harding Street Ponding project as it relates to <br /> 19 the 100 Year Flood Protection Plan. He also reviewed the letter which was sent out to property <br /> 20 owners responding to their questions on various issues such as landscaping, trucks hauling, <br /> 21 construction hours, vibrations associated with construction, video inspection of the properties <br /> 22 before construction, anticipated start date of construction, and if the construction adversely <br /> 23 affects property values how to reduce taxes. He added that a draft maintenance agreement was <br /> 24 also included in the mailing to property owners. Hubmer stated that residents were asked for <br /> 25 their response, but he has not received any responses. <br /> 26 Hubmer showed the planting plan that the landscape architect is proposing which was presented <br /> 27 to residents. He noted that the plan includes numerous trees and shrubbery, and a native wet <br /> 28 prairie mixture which is very low maintenance and durable. Comments were received from <br /> 29 property owners on changes which have been subsequently made. This part of the project is <br /> 30 projected to go out for bid at the beginning of next month. Hubmer also showed the artist's <br /> 31 conception of what the ponding area landscaping will look like in five years. <br /> 32 Hubmer stated that the project was bid in December, and the bid has not yet been awarded to the <br /> 33 contractor as there is a 90-day hold on the contract. He noted that as of March 13, the bid will <br /> 4 need to be awarded or will have to be renegotiated, with construction to begin in May. <br />
