City Council Study Session Meeting Minutes
May 22, 2001
Page 4
•
Mayor Cavanaugh asked for some of the electronic capabilities of an electronic sign.
Commissioner Tillmann responded that the sign they are talking about would have a reader board
with a message in lights, controlled by an off-site computer.
Councilmember Sparks asked if there would be a requirement that it would not flash, or change
frequently. Commissioner Tillmann indicated that there would be limitations and requirements.
Councilmember Horst said that the sign sounded similar to the Salvation Army property.
Commissioner Tillmann indicated that they have mentioned that possibility.
Councilmember Thuesen expressed his concern with going too broad with the ordinance.
Commissioner Tillmann indicated that their hope is to keep it very limited.
Mayor Cavanaugh asked if they would be getting the sign this year. Morrison indicated that
he was uncertain with the expectations of the Planning Commission regarding the design of the
sign. Commissioner Tillmann indicated that they were hoping to get the designer who was
working with the City Hall Committee to help them with the drawing, so that the public could
see what they are talking about.
Momson indicated that funding was an issue, as there was not money in the budget for this.
•6 Morrison stated that the Planning Commission has to determine the definition of open
recreational space. Commissioner Tillmann said that they still needed to determine the definition
of public use.
Morrison indicated that the earliest it would be approved would be the last meeting in July.
Mayor Cavanaugh stated it would be nice to get some estimates on cost. Morrison responded
that some companies would design a sign free of charge.
Councilmember Sparks stated that the consultant had come up with some proposals with the City
Hall Building, and to, at least, use the same brick as that building.
The Council thanked Commissioner Tillmann for the update.
XI.
