City Council Study Session Meeting Minutes <br /> May 22, 2001 <br /> Page 4 <br /> • <br /> 1 Mayor Cavanaugh asked for some of the electronic capabilities of an electronic sign. <br /> 2 Commissioner Tillmann responded that the sign they are talking about would have a reader board <br /> 3 with a message in lights, controlled by an off-site computer. <br /> 4 Councilmember Sparks asked if there would be a requirement that it would not flash, or change <br /> 5 frequently. Commissioner Tillmann indicated that there would be limitations and requirements. <br /> 6 Councilmember Horst said that the sign sounded similar to the Salvation Army property. <br /> 7 Commissioner Tillmann indicated that they have mentioned that possibility. <br /> 8 Councilmember Thuesen expressed his concern with going too broad with the ordinance. <br /> 9 Commissioner Tillmann indicated that their hope is to keep it very limited. <br /> 10 Mayor Cavanaugh asked if they would be getting the sign this year. Morrison indicated that <br /> 11 he was uncertain with the expectations of the Planning Commission regarding the design of the <br /> 12 sign. Commissioner Tillmann indicated that they were hoping to get the designer who was <br /> 13 working with the City Hall Committee to help them with the drawing, so that the public could <br /> 14 see what they are talking about. <br /> 15 Momson indicated that funding was an issue, as there was not money in the budget for this. <br /> •6 Morrison stated that the Planning Commission has to determine the definition of open <br /> 17 recreational space. Commissioner Tillmann said that they still needed to determine the definition <br /> 18 of public use. <br /> 19 Morrison indicated that the earliest it would be approved would be the last meeting in July. <br /> 20 Mayor Cavanaugh stated it would be nice to get some estimates on cost. Morrison responded <br /> 21 that some companies would design a sign free of charge. <br /> 22 Councilmember Sparks stated that the consultant had come up with some proposals with the City <br /> 23 Hall Building, and to, at least, use the same brick as that building. <br /> 24 The Council thanked Commissioner Tillmann for the update. <br /> 25 XI. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 26 City Manager Mike Momson said that Councilmembers Sparks, Horst and Mayor Cavanaugh <br /> 27 had signed up for the AMM meeting on Thursday. <br /> 28 <br /> 29 Morrison indicated that the Parks Commission is going out for re-bid on June 26, 2001. <br /> 30 Morrison stated that he would like to begin the June 12, 2001 City Council meeting at 5:30 p.m. <br /> 0 because Jim Prosser, who will be presenting a lot of the items that are on the agenda for that <br /> 32 meeting, needs to be in Mound by 8:00 p.m. that evening. <br />
