City Council Study Session Meeting Minutes <br /> May 22, 2001 <br /> Page 3 <br /> • <br /> 1 Mayor Cavanaugh asked how many other cities waive this policy. Mr. Bennetsen said it was <br /> 2 about 50%. <br /> 3 Mr. Bennetsen indicated this is the second year that the City of St. Anthony has waived the <br /> 4 policy. Mornson added that the League has just provided them with the opportunity for more <br /> 5 coverage, which is why they have the ability to waive the policy. <br /> 6 Councilmember Sparks asked Mornson what he recommended. Mornson stated that he was in <br /> 7 favor of waiving the policy so that if any members of the community had a legitimate claim, they <br /> 8 would get the greatest amount of money that they possibly could. He added that it also provided <br /> 9 the City of St. Anthony with more protection at a very modest cost. <br /> 10 Mayor Cavanaugh stated that his only concern was that they were waiving a state statute. Mr. <br /> 11 Bennetsen stated that the way the policy is drafted, and the way the Resolution is drafted, it states <br /> 12 up to the limits of the policy is how much it is waived. <br /> 13 Mornson stated that the City Attorney recommended that they go with the higher limits last year. <br /> 14 Motion by Horst to adopt Resolution 01-063, re: Waive monetary limits on tort liability. <br /> 0 Motion carried unanimously. <br /> 16 C. Resolution 01-064, re: Approve City's insurance coverage for June 1, 2001 through May <br /> 17 31, 2001. <br /> 18 Councilmember Sparks asked if the $23,000 for the on-sale/off-sale liquor liability is actually <br /> 19 incorporated into the liquor operations on page 34, or is it found somewhere else. Mornson <br /> 20 stated that it was included. <br /> 21 Councilmember Thuesen asked about the difference in the premiums between SAV's 1 and 2. <br /> 22 Christopher Skelton, from sunrise Park Insurance Agency, stated that part of the reason for the <br /> 23 increase was due to an additional claim on the liquor liability that was reported during the prior <br /> 24 policy period. He added that the their was also a minor increase in premium, which is standard. <br /> 25 Motion by Mayor Cavanaugh to approve Resolution 01-064, re: Approve City's insurance <br /> 26 coverage for June 1, 2001 through May 31, 2002. <br /> 27 Motion carried unanimously. <br /> 28 X. REPORTS FROM COMMISSIONS AND STAFF. <br /> 29 A. Planning Commission - May 15, 2001. <br /> 30 Planning Commissioner Tillmann indicated that she was present to discuss the ordinance change <br /> that would allow electronic signs for public use only, on recreational, and open-space land. She <br /> indicated that the proposal for the ordinance change was an interim step, as part of a larger <br /> 33 project to review the entire sign ordinance. <br />
