City Council Regular Meeting Minutes <br /> June 26, 2001 <br /> • Page 7 <br /> Mayor Cavanaugh mentioned the Town Hall Meeting that he had attended where they provided <br /> 2 residents with options and examples of what the Northwest Quadrant could look like, and they <br /> 3 documented the input of the residents. He added that the report that comes in from that meeting would <br /> 4 be factored into the information to be received next month. Councilmember Thuesen added that he <br /> 5 worried if they were getting enough of the majority of the community. <br /> 6 <br /> 7 Mayor Cavanaugh concluded that the professionals have guarded them against bias, and that he hopes <br /> 8 the document will remove their anxiety and temper their excitement. He added that next month is a high <br /> 9 water month for both the Planning Commission and the City Council. <br /> 10 B. Resolution 01-068, re: Order preparation of report on 2002 street and utility improvements <br /> 11 (Todd Hubmer, WSB & Associates, Inc. will be present.). <br /> 12 City Manager Mike Morrison introduced Todd Hubmer, WSB & Associates. Mr. Hubmer stated that <br /> 13 what is proposed for 2002 is the reconstruction of Wilson Street from 30`h Avenue Northeast to 32nd <br /> 14 Avenue Northeast; Harding Street, from 30`h Avenue Northeast to 3151 Avenue Northeast; 3151 <br /> 15 Avenue Northeast, from Wilson Street to Silver Lake Road; and intersection work at Edward Street, <br /> 16 Belden Drive and 32"d Avenue. <br /> aMr. Hubmer stated the purpose for this year's reconstruction will include replacement of watermain and <br /> 18 replacement of sanitary where it is needed and in areas where it will conflict with the new storm sewer <br /> 19 system. He reviewed the specifics and the proposed schedule for the 2002 project, with an anticipated <br /> 20 completion in September 2002, with a final pavement in 2003. <br /> 21 Councilmember Thuesen asked about the narrowness of 3151 Avenue by St. Mary's Russian Greek <br /> 22 Orthodox Catholic Church Cemetery and whether, or not, there are any plans on what can be done. <br /> 23 Mr. Hubmer stated that they have begun conversations with them and that there are a number of issues <br /> 24 associated with the cemetery. He added that were going to work with the cemetery and try to acquire <br /> 25 some land back from them in order to widen the road back the original width. <br /> 26 Councilmember Hodson asked if they have taken the underground electrical situation that may be tied <br /> 27 to the reconstruction into consideration. Mr. Hubmer stated that they have considered that, and that <br /> 28 the City needs to determine if they want to spend the money. <br /> 29 Motion by Councilmember Hodson to adopt Resolution 01-068, re: Order preparation of report on <br /> 30 2002 street and utility improvements. <br /> 31 Motion carried unanimously. <br /> C. Resolution 01-067, re: Wellhead protection plan proposal from WSB & Associates(Todd <br /> *33 Hubmer, WSB & Associates, Inc. will be present). <br /> 34 Mr. Hubmer stated that he and Jay Hartman attended a meeting on May 8, 2001, at the request of the <br /> 35 Minnesota Department of Health which was a formal notification process to the City of St. Anthony <br />
