He added that it is a requirement for the <br /> 2 State of Minnesota, and that it has to be completed within the next three years. <br /> 3 Mr. Hubmer indicated it was a two-phase completion: background information phase to collect <br /> 4 groundwater information that they can, as they believe a lot of the information has already been done, <br /> s but needs to be collaborated, and an examination of the City's water supply to determine what types of <br /> 6 policies need to be developed for land use. He added that the process needed to be completed by <br /> 7 2003. <br /> s Councilmember Sparks asked Mr. Hubmer to give a describe a Wellhead for the benefit of people <br /> 9 listening. Mr. Hubmer explained that a Wellhead is the area from which the well will actually draw the <br /> 10 water out of the ground. Thus, it is the area that they need to protect, in order to keep pollutants from <br /> 1 t infiltrating the soil and get transmitted down into the drinking supply. Mayor Cavanaugh stated that they <br /> 12 were looking at things yet to arrive. <br /> 13 Mr. Hubmer added that the Department of Health has been very helpful and willing to help them <br /> 14 through every step of the process that they possibly can. <br /> & Motion by Councilmember Sparks to adopt Resolution 01-067, re: Wellhead plan proposal from WSB <br /> 16 & Associates. <br /> 17 Motion carried unanimously. <br /> 18 D. Updates on other engineering matters will be presented by Todd Hubmer, WSB & Associates, <br /> 19 Inc. (Todd Hubmer, WSB & Associates, Inc. will be present). <br /> 20 Mayor Cavanaugh stated that they all have read the update, and asked for any additional questions. <br /> 21 Councilmember Thuesen asked when the barriers will be removed along 291h. Mr. Hubmer responded <br /> 22 that they would be removed when they believe that it is safe for the construction crews to resume the <br /> 23 regular traffic on that roadway. He continued that they have some retaining wall people that are still out <br /> 24 there doing installation, and when they are out running their equipment around, there is a safety hazard <br /> 25 when a lot of cars are using the road. He stated that they should be down by August 151. <br /> 26 Councilmember Sparks expressed her frustration over the fact that they were originally told that the <br /> 27 barriers went up because they did not want any traffic on an un-surfaced road. She expressed her <br /> 28 irritation over the story changing from protecting an unpaved road to protecting workers. Mayor <br /> 29 Cavanaugh agreed with Councilmember Sparks, and stated that August 151, 2001 seemed to be a <br /> 30 terrible stretch. <br /> 41 Councilmember Hodson stated they needed to consider the liability for the City. Mr. Hubmer stated <br /> 2 that it would have been open by now, had they not had all of the rain in June. He stated he would have <br /> 33 a conversation with the contractor to see what can be done. <br />
