Report on Northwest Quadrant redevelopment project (Jim Prosser, Ehlers &Associates, <br /> 3 will be present). <br /> 4 Jim Prosser came forward and reviewed the first 15 months of the Northwest Quadrant <br /> 5 Project with the Council. He indicated that guidelines of the framework for the bidding <br /> 6 process were determined a few months ago, and that three developers have submitted and <br /> 7 presented proposals for the redevelopment of the Northwest Quadrant. <br /> 8 <br /> 9 Prosser continued that, if the Council makes a decision tonight on which developer to <br /> 10 use, the next step would be to negotiate a preliminary development agreement. He <br /> 11 indicated that the next part of the process would likely take a minimum of six months. <br /> 12 <br /> 13 Prosser indicated that they were wrapping up the preliminary part of the project. He <br /> 14 commended the City on their efforts up to this point. <br /> 15 <br /> 16 Mayor Hodson thanked Prosser for his excellent work thus far on the project. He <br /> 17 indicated that the selection process that the Council and public were able to go through <br /> 18 was invaluable. <br /> 19 <br /> 20 Councilmember Sparks asked if Prosser felt that the City had the proper information on <br /> 21 the potential developers that would allow them to move forward comfortably. Prosser <br /> stated that he did feel that they were in a good position to move forward primarily <br /> 16 because all three of the potential developers are clearly capable and reputable. <br /> 24 <br /> 25 Mayor Hodson turned the floor over to the Councilmembers and welcomed their <br /> 26 individual comments. <br /> 27 <br /> 28 Councilmember Faust stated that he had the opportunity to serve on the Northwest <br /> 29 Quadrant task force as a resident. He indicated that, at first thought, it seemed hasty to <br /> 30 make a decision on a developer this evening. He continued that the concept and need for <br /> 31 the Northwest Quadrant improvement went all the way back to the tornado that came <br /> 32 through town in 1984, indicating the great length of time that the Apache area has needed <br /> 33 attention. <br /> 34 <br /> 35 Councilmember Faust continued by stating his genuine awe at the three developers, and <br /> 36 their reputable work. Councilmember Faust stated that he was most comfortable with the <br /> 37 Pratt/Ordway team. <br /> 38 <br /> 39 Councilmember Thuesen also congratulated the three firms that were being considered <br /> 40 this evening. He continued that the tour that the City Council took around the City for <br /> 41 the purpose of viewing the work of the different developers was extremely helpful, and <br /> 42 filled with mostly positive feelings. Councilmember Thuesen also recommended that <br /> 43 they select the Pratt/Ordway team to develop the Northwest Quadrant. <br /> 44 <br /> Councilmember Sparks reviewed what she felt were the strengths of each of the three <br /> developers. Regarding the Pratt/Ordway team, she stated that she was especially pleased <br /> 47 with the work of Dominium in the housing area of development. Councilmember Sparks <br />
