City Council Regular Meeting Minutes <br /> May 28, 2002 <br /> Page 3 <br /> 2 Mayor Hodson clarified that they were not asking for funding. Anderson stated that was <br /> 3 true, and that they were asking for a show of support. <br /> 4 <br /> 5 Councilmember Sparks stated that she was very supportive of the Ramsey County <br /> 6 Library, and an active card member herself. <br /> 7 <br /> 8 Motion by Councilmember Sparks, second by Councilmember Horst, to approve the <br /> 9 proposed resolution which states that St. Anthony Village acknowledges its support for <br /> 10 the Ramsey County Library's 2003 request to maintain current levels of operation at its <br /> 11 facilities. <br /> 12 <br /> 13 Councilmember Faust stated that he had difficulty from a philosophical aspect with <br /> 14 interfering in the Ramsey County Commissioner's affairs. He stated that he is an active <br /> 15 card-holder, and supports the efforts, yet is not comfortable telling the Ramsey County <br /> 16 Commissioners that the Library is more important than something else when he does not <br /> 17 have their full budget in front of them. <br /> 18 <br /> 19 Anderson stated that they met with the suburban Ramsey County Commissioners who are <br /> 20 responsible for their budget upon receiving their budget request, and were asked to go out <br /> 21 and get a show of support from the cities, so that when they go back to the full board, <br /> 16 they can present the support. <br /> 24 Councilmember Sparks stated that the commissioners were testing things, and she felt it <br /> 25 important to say that they do care by passing this resolution. <br /> 26 <br /> 27 Councilmember Faust reiterated that it was not anti-books, but was uncomfortable with <br /> 28 making decisions for the Ramsey County Commissioners. <br /> 29 <br /> 30 Councilmember Horst stated that they were not meddling in dollars and cents, but <br /> 31 showing support that the library be maintained, if it was possible. <br /> 32 <br /> 33 Motion carried 4-1, Councilmember Faust opposed. <br /> 34 <br /> 35 B. Jill Schultz JMS Communications, will present a communication plan for City goals: <br /> 36 1.Liquor licensing referendum. <br /> 37 2.Public Works/Fire Station. <br /> 38 Schultz came forward and provided the Council with her background. She stated that the <br /> 39 types of work that she does is related to referendums, media relations, development of <br /> 40 public facilities, redevelopment, and other communications and public involvement <br /> 41 issues that cities face. She added that the goal of her work is to help the city of St. <br /> 42 Anthony know that the community has been involved. <br /> 43 <br /> Schultz stated that there are four important things that they do in a referendum process: <br /> 16 identify the problem/need, want people involved in process and understanding the <br /> 46 process, identify options, and a selected option. <br /> 47 <br />
