City Council Regular Meeting Minutes <br /> May 28, 2002 <br /> Page 4 <br /> Schultz stated that the City of St. Anthony understands that the process is really fluid one. <br /> 2 She indicated that the Council plays an important role in the process, as people are <br /> 3 coming to them with issues and questions. <br /> 4 <br /> 5 Schultz suggested that, rather than spend time reviewing the details of the drafts that she <br /> 6 has compiled, that she respond to any questions that the Council has of her at this time. <br /> 7 <br /> 8 Councilmember Thuesen referred to Shultz's past experience, and asked what other <br /> 9 experience she has had in working with referendums. Schultz responded that she worked <br /> 10 with the Cities of Richfield, Blaine and Mound with referendums. <br /> 11 <br /> 12 Councilmember Sparks stated that she still struggled with the difference between On-Sale <br /> 13 and Off-Sale Liquor operations. She stated that she did not think that they could use the <br /> 14 term and expect others to understand. Schultz suggested that they define the two from <br /> 15 the beginning and continue to re-define them as they continue through the process. <br /> 16 <br /> 17 Councilmember Horst suggested that they provide a definition in parentheses of the two <br /> 18 types of liquor operations in parentheses following each term. <br /> 19 <br /> 20 Councilmember Sparks asked how her firm would work with the potential task force. <br /> 21 Schultz indicated that it still needed to be determined, but stated that she would work <br /> 16 with the key individual staff and work with a plan as a behind-the scenes person. <br /> 24 Mayor Hodson thanked Schultz for her work thus far and stated that she would provide <br /> 25 the help that they need as they face the tasks ahead of them. <br /> 26 <br /> 27 C. Jerry Gilligan, Dorsey& Whitney, will present Resolution 02-046, re: Approval of <br /> 28 Special Election of the Question of Issuance of On-Sale Liquor Licenses and Question of <br /> 29 Issuance of Sunday On-Sale Liquor Licenses. <br /> 30 Gilligan stated that, presently, the city is not authorized to issue liquor licenses to <br /> 31 privately owned restaurants. He stated that, if the Special Election is approves, and the <br /> 32 question passes, then the City would have to adopt an ordinance sending forth the <br /> 33 requirements. Furthermore, if approved, then the City can issue up to six licenses. <br /> 34 <br /> 35 Gilligan stated that the operation of the Stonehouse is not affected, nor would it be <br /> 36 counted as one of the six. Gilligan also indicated that it does not affect the city's On-Sale <br /> 37 and Off-Sale Liquor operations. <br /> 38 <br /> 39 Gilligan stated that the resolution calls for the election to be held in conjunction with the <br /> 40 State General Election on November 5, 2002. He added that the earliest that it could be <br /> 41 held was with the State Primary Election in September. <br /> 42 <br /> 43 Councilmember Faust clarified that their would be two separate questions on the ballot. <br /> 44 He asked if it were possible to pass one, both, or none to pass.
