Gilligan stated that was correct. <br /> 3 <br /> 4 Mayor Hodson went on to clarify that the city had the ability to set limits in the <br /> 5 ordinance. <br /> 6 <br /> 7 Councilmember Thuesen stated that they need to be certain to set parameters that attempt <br /> 8 to attract a certain type of establishment. <br /> 9 <br /> 10 Councilmember Horst suggested that they have a work session prior to the Special <br /> 11 Election to determine the language and qualifications of the ordinance. <br /> 12 <br /> 13 Gilligan stated that the City could authorize up to six licenses, and as little as one. <br /> 14 <br /> 15 Motion by Councilmember Faust, second by Councilmember Thuesen, to approve <br /> 16 Resolution 02-046, re: Approval of a Special Election on the question of issuance of <br /> 17 On-Sale Liquor Licenses and on the question of issuance of Sunday On-Sale Liquor <br /> 18 Licenses. <br /> 19 <br /> 20 Motion carried unanimously. <br /> 21 <br /> D. Resolution Proposal 02-049, re: Approval of proposal for construction/manager services <br /> 16 for Kraus-Anderson. <br /> 24 Mayor Hodson stated that they are seeking potential guidance in examining some options <br /> 25 for the Fire Station and Public Works Building. He clarified that they are not contracting <br /> 26 with Kraus-Anderson at this time to build. <br /> 27 <br /> 28 Morrison stated that the task force would not be comprised until after Labor Day <br /> 29 weekend, as he felt that interest from the public would be greater at that time. <br /> 30 <br /> 31 Mayor Hodson asked Mornson if he had a sense of size of the potential task force. <br /> 32 Morrison stated that there was no limit for the past two task forces that were compiled. It <br /> 33 was determined that the Council would not set a limit at this point. <br /> 34 <br /> 35 Councilmember Thuesen asked if there was the need to give Kraus-Anderson and the <br /> 36 task force some parameters with which to work. Mayor Hodson concurred, adding that <br /> 37 the residents of St. Anthony need to be comfortable with everything that will be involved <br /> 38 in the process. <br /> 39 <br /> 40 Councilmember Horst asked for clarification on what they were discussing at this time. <br /> 41 Morrison stated that what was before them was a standard construction/management <br /> 42 contract that could be terminated within seven days. Mayor Hodson clarified that the <br /> 43 contract only commits them to up to $7,500. <br /> 44 <br /> It Councilmember Horst asked why they were getting into the details of things at this point. <br /> Mayor Hodson stated that they wanted the information up front, before any decisions are <br /> 47 made. <br /> 48 <br />
