PUBLIC HEARINGS. <br /> 9 None. <br /> 10 <br /> 11 VI. REPORTS FROM COMMISSIONS AND STAFF. <br /> 12 A. Planning Commission—May 20, 2003. <br /> 13 1. Ordinance 2003-003, re: Pawnbrokers. <br /> 14 Planning Commissioner Joel Stromgren stated the ordinance had been discussed over a period of <br /> 15 three or four months. There had been no comment at either public hearing. The Planning <br /> 16 Commission had approved both the ordinance change and the conditional uses amendment. <br /> 17 <br /> 18 Councilmember Sparks asked if it was correct that there would be no sale of firearms at either <br /> 19 store. Mr. Gilligan said it was correct that there would be no sale of firearms at either store. <br /> 20 <br /> 21 Motion by Councilmember Sparks to approve First Reading of Ordinance 2003-003 re: regulate <br /> 22 pawnbrokers; adding section 566 to the St. Anthony City Code. <br /> Motion carried unanimously. <br /> 2 <br /> 26 2. Ordinance 2003-004, re: Secondhand dealers. <br /> 27 Planning Commissioner Stromgren noted there was a difference in the legal definition between <br /> 28 pawnbrokers and secondhand dealers. However, many of the concerns were similar. <br /> 29 <br /> 30 Councilmember Sparks asked if the ordinances were conservative. Mr. Gilligan responded that <br /> 31 the City was being very careful. He added that other cities had been observed, and some cities <br /> 32 regulated these activities more than others. However, he felt the trend was for more regulation. <br /> 33 <br /> 34 Motion by Councilmember Sparks to approve First Reading of Ordinance 2003-004 re: regulate <br /> 35 secondhand dealers; repealing current section 565 of the St. Anthony City Code and adding a <br /> 36 new section 565 to the City Code. <br /> 37 <br /> 38 Motion carried unanimously. <br /> 39 <br /> 40 3. Ordinance 2003-005, re: Amending 1635.03 of Zoning Code to allow <br /> 41 pawnbrokers and secondhand dealers as conditional uses in commercial districts. <br /> 42 4. Ordinance 2003-006, re: Amending Chapter 6 of the St. Anthony City Code; <br /> 43 establishing fees for the investigation and licensing of pawnbrokers and <br /> 44 secondhand dealers. <br /> 45 Motion by Councilmember Sparks to adopt Ordinance 2003-005, re: amending Section 1635.03 <br /> isof the Zoning Code to allow pawnbrokers and secondhand dealers as conditional uses in <br /> 4/ commercial districts, and Ordinance 2003-006, re: amending Chapter 6 of the St. Anthony City <br />
