Division of Responsibility: <br /> A. Primary Responsibility <br /> onsibility <br /> 1. The St. Anthony Safety Committee cannot hold primary responsibility <br /> for safe municipal operations at the employee level. As stated in the <br /> Management Safety Policy, such basic responsibility remains with the <br /> department head and his designated subordinates. Limitations of time <br /> and staff preclude more than cursory familiarity with individual <br /> departmental functions and activities by safety program personnel or <br /> the Safety Committee. <br /> 2. In instances where a Committee Member is working within a given <br /> department at his regular City job it is still necessary that the <br /> supervisor retain overall responsibility for safe operations within his/her <br /> department as he/she is normally the individual in the most <br /> advantageous position to understand the full scope of activities <br /> undertaken by the department. <br /> 3. As a part of Committee duties a member may inform or advise his/her <br /> supervisor of relevant hazards or problems noted during the course of <br /> the member's normal job activities; he/she may undertake to correct <br /> such hazards or inform other workers of hazards noted. • <br /> 4. In the event a hazard is noted, in particular one which seems to <br /> constitute an immediate and grave danger to personnel, it shall be the <br /> obvious duty of the member to notify the immediate supervisor as soon <br /> as possible. <br /> 5. If no corrective action is taken and the hazard persists, the member <br /> shall notify the Coordinator or Director at once. <br /> 6. Under no circumstances may an individual, as a Committee member, <br /> undertake any action contrary to, or in opposition to the immediate <br /> supervisor. Should a conflict develop, the member must notify the <br /> Coordinator or Director explaining the situation. The member may <br /> inform, recommend or suggest action to a supervisor; he/she may not <br /> dictate. <br /> 7. Any binding directives, rules or procedures must come from official <br /> Committee action or through the office of the Director, not by action <br /> of an individual member. <br /> CITY OF ST.
