ANTHONY <br /> MUNICIPAL SAFETY COMMITTEE OPERATIONAL HANDBOOK • <br /> SEC'T'ION I. Jurisdiction and Responsibilities: <br /> In recognition of municipal responsibility toward employee safety, and in response to <br /> Minnesota Department of Labor and Industry recommendations under the <br /> Occupational Safety and Health Act, the City of St. Anthony sets forth the following: <br /> The City of St. Anthony Municipal Safety Committee (hereafter called "the <br /> Committee"), has been established as a part of the Municipal Safety Program in <br /> order to promote an orderly, systematic and representative approach in dealing with <br /> municipal employee safety problems. The Committee shall normally function within <br /> the following general areas of responsibility although it need not be bound solely to <br /> such areas of responsibility. <br /> A. The Committee will serve as a forum for discussion in matters of immediate <br /> importance such as safe working conditions, emergency activities, personal <br /> injury or damage incidents in order to prevent recurrence, and other matters <br /> which the Committee may reasonably deem to fall within the scope of <br /> municipal employee safety. • <br /> B. The Members of the Committee (hereafter called "Members"), will attempt <br /> to gain expertise in matters relevant to Committee functions, in order to <br /> better equip themselves in executing said functions. Such educational <br /> activities may in the form of research, inspections, lectures, demonstrations or <br /> any other forms deemed valid. <br /> C. The Committee will assist in the implementation of a viable municipal safety <br /> program for the City of St. Anthony, undertake inspections, assist in <br /> maintaining compliance with Minnesota Occupational Safety and Health <br /> Standards, endeavor to promote good employee safety attitudes, assist in the <br /> development, promulgation and enforcement of safety regulations and <br /> procedures, act as a liaison for individual employees and <br /> Departments/Divisions with regard to safety matters and formulate and <br /> execute such other actions as may be deemed necessary. <br /> CITY OF ST.
