• PROPOSAL FOR COMPREHENSIVE ASBESTOS INSPECTION PROFILE <br /> CITY OF ST. ANTHONY <br /> INTRODUCTION <br /> As a public health consulting firm,the Institute for Environmental Assessment(IEA)provides a <br /> continuum of asbestos management services for public and private building owners. IEA provides <br /> these services to promote a safe, healthy and lawful building environment for workers and tenants, " <br /> The inspection profile assessment service provides an audit of asbestos-containing materials within <br /> the building. Critical to the completion of an inspection profile is a thorough inspection of the <br /> property and accurate laboratory analysis. Inspections are conducted by federally-certified <br /> inspectors,and samples are analyzed by the Institute's analytical laboratory. <br /> Upon completion of laboratory analysis, a final report will be submitted to City of St. Anthony <br /> profiling the presence of asbestos including: location, type of material, amount of material, amount <br /> of damage and laboratory analysis. <br /> INSPECTION <br /> • The scope of the inspection will address all readily accessible suspected asbestos-containing building <br /> � <br /> materials. For purposes of this survey, accessible" will include all occupied spaces as well as - <br /> fan/mechanical rooms, vertical/horizontal pipe shafts and tunnels, and storage rooms. <br /> The inspection includes the following: = <br /> • Visual examination of all suspected material. <br /> • Physical touching of all suspected material. <br /> • Identification and written description of homogeneous areas of asbestos-containing <br /> building materials including approximate amounts of materials and amounts of damage in <br /> given functional spaces. <br /> SAMPLING AND ANALYSIS <br /> Bulk samples of accessible suspected materials will be collected and analyzed using recommended <br /> Environmental Protection Agency sampling and analytical protocols. Sampling will be conducted-in- <br /> a manner determined by the inspector to be sufficient to identify whether the suspect materials are <br /> asbestos-containing. Some materials may be "assumed" by the inspector to contain asbestos due to <br /> their characteristics, because they are inaccessible,or because sampling would be damaging to the <br /> material's appearance. <br />
