VQ 1 1- L 1 -J�/ V L • V..... <br /> • The next stepwill be an extended public information program to develop support for the <br /> planned sump pump disconnection work. information on the new ordinance and planned <br /> inspection program will be published in the spring and summer City newsletters. In addition, <br /> the City will prepare a short video program for airing on the cable television system. The <br /> video will also be used for the planned public information meetings. <br /> The initial public information effort will be followed by neighborhood meetings to introduce <br /> the actual sump pump inspection effort. There are approximately 2,300 connections in the <br /> City of St.Anthony. The City will be divided into four roughly equal study areas to provide <br /> manageable areas for evaluation. The inspection approach in each study area will be similar. <br /> To begin the inspection process, a letter will be mailed to each homebuilding in the study <br /> area. The letter will inform the resident of the ordinance provisions, discuss the City's <br /> concern with the 1/I, indicate that an "inspector" will be coming to their home, and invite <br /> them to a public information meeting. The letters will be mailed two to three weeks prior <br /> to the meeting. At the public information meeting, brochures will be available with <br /> information on sump pumps and recommended discharge methods, and City Staff will be <br /> available to respond to questions from homeowners. After the information meeting, the <br /> individual inspections will occur. Inspectors will visit each property and observe the <br /> plumbing system to determine the presence or absence of a sump pump. Questions will be <br /> • asked concerning foundation drainage tile but it is not possible to visually identify direct <br /> drain tile connections with this limited survey. <br /> If there is no sump pump or sump basket in the building,it will be accepted as"passing"the <br /> inspection and an inspection form will be completed and left with the homeowner to verify <br /> that the inspection was made and the pass/fail condition was communicated to the <br /> homeowner. If the home has a correctly installed sump pump with an outside discharge,the <br /> structure would also "pass"this inspection. If the home has a sump basket but no pump it <br /> may "pass" the inspection,but a sticker will be placed on the cover of the basket informing <br /> the resident of the need to obtain a permit for installation of the pump or be subject to the <br /> potential fine of$100 per month. <br /> If the house has a sump pump which does not comply with the ordinance provisions, the <br /> building would "fail' the inspection and the inspector will inform the homeowner of the <br /> improvements required to comply with the ordinance, In this case, a copy of the "failed" <br /> survey form would be left with the homeowner and a second appointment would be made <br /> for 30 days in the future. During this 30-day period, the property owner will have the <br /> opportunity to correct the situation. After correction, the property will be reinspected to <br /> verify compliance and provide the homeowner with a completed survey form indicating a <br /> "passing" condition. <br /> • The neighborhood meeting for the first study area is planned for October 1998, and the <br /> majority of the inspections and corrections should be completed by late spring 1999. <br /> Attached is a map of the St. Anthony sanitary sewer system. The project will include the <br /> entire community. Also,attached are copies of the draft inspection forms and notification <br /> cards that will be used in the inspection process. <br />
