A.NrElONY <br /> PLANNING BOA7,n MINU'T'ES <br /> December 17,1974 <br /> The meeting was called to order by Chairman McGinn at 7:40 P.M. <br /> The following were present for roll call: Johnson, Marks, McGinn, Iti.ebel and <br /> Bowerman. <br /> Absent: Kronk & Letourneau <br /> Also present: Harry Lekson <br /> The following amendment to the Planning Board minutes of November 19, 1974 were <br /> made: <br /> Page 1, para. 4: Insert after "Mr. Fornell advised. . . ."with the <br /> exception of the free standing sign provision" <br /> Motion by Mr. Marks, seconded by Mr. Hiebel to approve the minutes as amended. <br /> Motion carried. <br /> It was decided that Mr. Marks will represent the Board at the Council meeting <br /> January 14th. <br /> • Mr. Del Finess (phone:835-6866) made the application from Twin City Federal for a <br /> public hearing on a conditional use permit to allow the savings and loan associat- <br /> ion to build within the next two years on a portion of 87,000 sq. ft. now owned <br /> by Mr. Kenneth Lee and known as Lots 8,9 and 10 except the F. 60 ft. thereof, <br /> Block 7, Moundsview Acres, 2nd Addition. <br /> He explained that if their request met City approval Twin City Federal planned to <br /> acquire the three lots on the S.F. corner of 39th Avenue N.F. and Silver Lake Road <br /> of which only 61,000 sq. ft. or an acre and a third, would be devoted to the <br /> savings and loan operation. Mr. Finess had no specific proposal for the develop- <br /> ment of the remainder of the land but he and Mr. Gordon Bluhm, 1160 Regis Lane, <br /> a representative of Twin City Federal, told the Board that it was the policy of <br /> the association to secure any available adjoining land when possible in order <br /> that they might govern the compatibility of their neighbors. <br /> A suggestion that they get a county road improvement plan from Ramsey County re- <br /> sulted from the discussion of the proposed plans by the county for changes on <br /> Silver Lake Road and 39th Avenue. <br /> In discussing the application for a free standing pylon sign which would reflect <br /> the time and temperature, both men insisted the sign was "extremely important" <br /> since it was the identifying logo for Twin City Federal and they felt it would <br /> provide a service to the community. It was pointed out to them that such a <br /> service was already provided by the Berger Transfer Company a short distance <br /> away. <br /> Other points given consideration included whether a conditional use permit could <br /> be granted for more than a year; a comparison of traffic generated by a savings <br /> institution with a commercial bank,the plans for expansion of the operation and <br /> the buffering of the area abutting the residential property. <br />
