CITY OF ST. ANTHONY
PLANNING BOARD MINUTES
June 17, 1975
• The meeting was called to order by Chairman Letourneau at 7:32 P. M.
The following were present for roll call: Johnson, Hiebel-, Marks Letourneau
and Cowan.
Absent: Bowerman and Rymarchick
Also present: Harry Lekson
The following amendment was made to the minutes of the May 20, 1-975 Planning
Board meeting:
Page 2 - para 1: Strike "for a public hearing".
Motioned by Mr. Marks and seconded by Mr. Cowan to approve the minutes of the
May 20 meeting as amended.
Motion carried.
and Mrs. William R. Olson,-4220 Valley View Road,' owners of the Metropolitan
Flea Market, 2500 - 38th Avenue N.E. , appeared to request additional_ signage for
identification of their building in which they expect to have shops for approx-
imately 350 dealers.
• They explained that the flea market had been originally identified as such on
the existing sign on the top of the building but this sign was painted out, when
they were informed by the City that they had exceeded the 180 sq. ft. of signage
a' '_owed by the present sign ordinance. This allowed them to use onty 90 sq'. ft.
of the 300 sq. ft. sign on the east- and the 90 sq. ft. sign on the west sides of t_-
the building, with no signs on either the north or south sides.
This action resu-1_ted,- they said, in potential_ customers complaining of the diff-
iculty in locating the building and caused many persons to believe they were
going out of business. The signs already on the building when the Oison's leased
it were those of the former tenantPl-aywor,_d and had been placed ther prior to the
establishment of the present sign ordinance, During the discussion it was estab-
Ushed that it would be virtual-1_y-impossible to remove the large sign on the top
of the building. Mr. Olson showed photos of the building which he felt illustrat-
ed the difficulty drivers on Silver Lake Road would have identifying the business
in its present "landlocked" location on a road which is only partially a city
street.
Mr. 01son identified the dealers who use this building as "first class Business"
and rated the flea market as classifying just below a "discount store" and said
he felt that the number of dealers and size of the building which was 100,000
sq. ft. should justify the building being allowed a percentage of the amount of
signage as would normally be permitted a shopping center of the same size.
In the discussion which preceded the voting on the proposal Mr. Marks said that
• although he preferred the single identification of the building to the possible
listing of all the dealers in the building, he had "great difficulty with the
size of the sign on top of the building.
i
