CITY OF ST. ANTHONY <br /> PLANNING BOARD MINUTES <br /> August 19,1975 <br /> The meeting was called to order by Chairman Ietourneau at 7:30 P.M. <br /> The following were present for roll call: Johnson, Hiebel, Letourneau, Bowerman <br /> and Rymarchick. <br /> Also present:Ha=j Lekson <br /> Absent: Cmmn & Marks <br /> Motion by Mr. Bowerman and seconded by Mr. Hiebel to approve the minutes of the <br /> July 1.5, 1975 Board meeting. <br /> Motion carried. <br /> ,Zthe Public Hearing on the request from American Monarch Corporation to rezone the <br /> pro-perty they own to the east from Light Industrial to Commercial opened at <br /> 7:37 P.M. <br /> Mr. Dick Ernst of the R.C.E. Corporation presented drawings and his proposal for <br /> two buildings his company wanted to build on the easterly 322 feet of Apache <br /> Terrace, Block 1, Lot 1. (Approximately at 2901 37th Avenue N.E.) <br /> The developer said he planned to purchase the land from American Monarch and <br /> • build on the east portion a Country Kitchen restaurant with a walk-in level <br /> devoted to office rental space. 7ne building to the west of the restaurant would <br /> be a two story, 50 x 90 ft, professional office building. Both buildings would <br /> be from 22 to 0 ft. high at their highest points. He elaborated further on the <br /> 9 points in favor of the project and answered the 7 objections residents had <br /> voiced to the proposal as they were listed in the atteched resume which he <br /> distributed to those present. <br /> Answering the objections, he stated that this would be the first "in town" <br /> restaurant Country Kitchen, Inc. has built and the hours would be regulated by <br /> its residential location with a closing time of about 11 P,M„ He also said the <br /> usual pylon identification sign used by Country Kitchen would be modified to fit <br /> the residential nature of the neighborhood. This point was questioned by Mr. <br /> Johnson citing the Country Kitchen executive's insistance that the sign had to be <br /> in front of a Country Kitchen he was requesting permission to erect a short <br /> distance from this location. <br /> It -vas Mr. Ernst's contention that the restaurant would cause a diminishing of <br /> speeding and careless driving rather than an increase and that it would be <br /> possible to erect traffic directional signs which would steer restaurant customers <br /> away from Belden Drive and Coolidge Street. He also said filtering would <br /> prevent the annoyance of cooking odors. He said his experience in filling office <br /> buildings at the corners of Silver Lake Road and County Road D and Mississippi <br /> Drive assured him that there was a need for additional space in this area. <br /> Mr. Ernst contrasted other uses permitted by ordinance in industrial zoning for <br /> other municipalities as a defense of the use of the property for a restaurant. <br /> There were more than 25 residents of the area present and all who spr.,ke voiced <br /> opposition to the restaurant. <br />
