He felt the development would not be compatible <br /> with she residential area:-tothe'-south. <br /> Upon completion of discussion of the development, the following motion was made: <br /> Motion by Marks, seconded by Mr. Cowan to recommend to the City Council that <br /> the request of Dick Ernst and Morth America Monarch to rezone the easterly <br /> 322 feet of Apache Terrace, Block 1 , Lot 1 , from light industrial to <br /> cormercial be denied due to the following : <br /> i . 37th Avenue N.E should serve as a transitional area from the <br /> heavy commercial use of Apache Plaza to the residential area south of <br /> 37th Avenue N.E. <br /> 2. The proposed would generate significant traffic on neighboring <br /> streets, making those streets more noisy and hazardous. <br /> 3. The detrimental impact on property values in Lhe area pore than <br /> outweighs the potential property tax receipts from such a proposal . <br /> 4. There is concern about the generation of trash in the neighborhood <br /> and the emission of odors from the restaurant. <br /> 5. The necessary signage for a restaurant is not consistent with the <br /> residential neighborhood to the south. <br /> Motion carried unanimously. <br /> The Chairman declared a recess from 9:50 to 10:00 P.M. <br /> Upon reconvening, the Board discussed the arguments of the residents in the <br /> area and concluded that the Board, when making a recommendation to the Council <br /> should state only those reasons which are germane to good planning principles. <br /> Concern was expressed about trying to regulate the market place - whether <br /> St. Anthony has too many restaurants should not be relevant. <br /> Motion by Cowan, seconded by Marks to adjourn. <br /> Motion carried unanimously.
