• combined with the $3, 747 allocated to the City from the Metropolitan <br /> Council for the comprehensive plan for the entire community which has <br /> been mandated by the Metropolitan Land Planning Act. Under this <br /> proposal the area bounded by Kenzie Terrace, St. Anthony Boulevard, <br /> Highway 8 and Lowry Avenue would be dealt with under the comprehensive <br /> plan as one of the problem areas in the community. Desiring not to <br /> have overlapping studies, some of the Board saw merit in the proposal <br /> in view of the apathy of some of the merchants to the rennovation <br /> of the center and difficulty in contacting some of the ownership of <br /> the center. However, when the Chairman said there was a possibility <br /> there might be a trasnfer of ownership for the major portion of the <br /> center and the Board concurred with him that funds designated for <br /> the study of the area should be kept to establish some guidelines <br /> for improving the economic viability and aesthetics of the area. They <br /> wanted more immediate and specific steps taken than would probably <br /> result from a community wide planning which might be years in coming. <br /> Doug Jones , 2505 Silver Lane, said he would like to see traffic <br /> patterns viewed with the residential character of the community in <br /> mind when the study is made. Mr. Fornell said the increased de- <br /> velopment north of the City might make it difficult to design roads <br /> to accomodate only residential traffic. <br /> Motion by Mr. Rymarchick and seconded by Mr. Cowan to keep the <br /> Community Development funds for the purpose for which they were origin- <br /> ally designated and separate from the Metropolitan Council funds for <br /> • the mandated study and to request the Acting Manager to submit sug- <br /> gested guidelines and objectives to be considered when interviewing <br /> planning firms who will make a study of the shopping center area. <br /> Motion carried unanimously. <br /> At 8: 12 P.M. the Chairman opened the Public Hearing to consider a <br /> variance petition for the recreational building proposed by Brigadier <br /> Kish and the Salvation Army Camp Director, James Brown, to be con- <br /> structed on the campgrounds within 100 feet of Silver Lake. No one <br /> present reported not receiving the required notification of the <br /> hearing. <br /> Consideration was given to the August 10th letter from Mr. Brown citing <br /> the justifications for granting the variance to the Recreational/Open <br /> Space zoning which requires a 200 foot setback from the lake as well <br /> as the camp director's August 9th detailing of future plans for the <br /> camp. Also included in the Board's deliberations were Staff assess- <br /> ments and recommendations as contained in Mr. Fornell 's memorandum of <br /> August 12th. <br /> Plans and a model of the recreational building which will house a <br /> swimming pool and gymnasium and which at one point will be built <br /> within 100 feet of Silver Lake, were presented by Cliff Komedahl of <br /> Vanman Construction, 13000 Muriel Road, contractor for the project. <br /> • <br /> (2) <br />
