Planning Commission Meeting Minutes <br /> July 15, 2003 <br /> Page 16 <br /> toMotion carried unanimously <br /> 2 <br /> 3 7.4 City of St. Anthony, 3801 Chandler Drive. <br /> 4 <br /> 5 Chair Melsha opened the public hearing at 10:35 p.m. <br /> 6 <br /> 7 Susan Hall stated that last month Mr. Oertel brought forward plans for the Public Works facility. <br /> 8 She explained that the present plan includes: 1. two front yard setback variances of 28 feet and <br /> 9 21 feet for a proposed setback from the front property line to the northwest corner of the building <br /> 10 of 13 feet and from the property line to the primary facade of 18 feet; 2. one side yard setback <br /> 11 variance of 5 feet off the property line for the existing Public Works building; 3. one rear yard <br /> 12 setback variance of 4 feet for a proposed setback of 11 feet to allow the back side of the <br /> 13 proposed sale building to align with the rear elevation of the existing Public Works building; <br /> 14 and,4. one variance to allow for the proposed use of a supported membrane structure for the use <br /> 15 of salt storage and loading. Ms. Hall reviewed the requests with the Commission. She stated that <br /> 16 the requested variances would allow the Public Works Department to build structures on site <br /> 17 without causing compromise to the use of the site. She reviewed the building materials and <br /> 18 structure with the Commission. <br /> 19 <br /> 20 Mr. Oertel provided the Commission with a brief overview stating that they are using the entire <br /> 21 site for the existing Public Works operation. He explained that the goal is to demolish <br /> approximately 2/3's of the existing building, saving the rear third for shop storage. He explained <br /> is that the variance would allow them to keep this part of the building. He explained that the salt <br /> 24 shed would be adjacent to the north noting that the variances involve the northwest corner of the <br /> 25 site. He stated that the site is unusual and rectangular in shape except at the corner. He stated <br /> 26 that they are very aware of how key this is to the City adding that the Wetland Commission <br /> 27 might not require a retention pond adding that it is good public policy to keep it going. He <br /> 28 reviewed the dimensions of the building and the green space with the Commission. He noted <br /> 29 that the green space would be a holding area for water. He provided the Commission with <br /> 30 examples of the materials to be used for the back of the building and reviewed the elevation <br /> 31 designs with the Commission. <br /> 32 <br /> 33 Chair Melsha noted property is fenced. Mr. Oertel stated the entire site would be fenced <br /> 34 including the pond. He referenced the western portion of site stating that this area would always <br /> 35 be outside accessible and used for parking. <br /> 36 <br /> 37 Commissioner Stromgren asked what materials would be used around the ponds. Mr. Oertel <br /> 38 stated that they are considering a clay liner with prairie type grass. <br /> 39 <br /> 40 Vice Chair Stille asked how visible the salt barrel would be from the street and to the neighbors <br /> 41 across the property line. Mr. Oertel stated that it would be visible from the street due to its <br /> 42 height and that the fuel island system would be sitting in front of the salt barrel. <br /> 43 <br /> Commissioner Hanson asked if this is a permanent structure. Mr. Oertel explained that the <br /> membrane can be removed and that the intent is that the roof would remain in place year round. <br /> 46 He noted that they would have to replace the roof in approximately twenty years. <br />
