Mr. Oertel stated <br /> 2 that there is a lot of unpaved area and that their goal is to have the entire front and northern <br /> 3 portion of the building landscaped. <br /> 4 <br /> 5 Commissioner Stromgren asked for further clarification of the metal buildings located on the <br /> 6 northern portion of the site. Mr. Oertel reviewed the main entrance of building stating that this <br /> 7 location is very close to where you would enter the two bays for the fire department right now. <br /> 8 <br /> 9 Commissioner Stromgren referenced the timber storage bins on the south end and asked if it is <br /> 10 for sand or mulch. Mr. Oertel stated that it is actually for the sand and materials that are class 5. <br /> 11 He stated that the Public Works Department would like to have as tall of a wall as is possible <br /> 12 made of concrete noting that it would probably have 5-foot, heavy timbers with a fence above. <br /> 13 <br /> 14 Chair Melsha closed the public hearing at 10:54 p.m. <br /> 15 <br /> 16 Commissioner Hanson asked if staff has received any comments from residents. Ms. Hall stated <br /> 17 that they have not received any comments from the residents. <br /> 18 <br /> 19 Motion by Commissioner Stille, seconded by Commissioner Tillman, to recommend approval of <br /> 20 the first three variances as for this project, as listed above, and previously presented by Ms. Hall. <br /> 21 The hardships identified by not granting the variances include: 1. It would compromise the use <br /> of the site with the nature of the Public Works Facility and 2. Granting the variance would not <br /> J6 alter the character of surrounding neighborhood and community. Additional hardship is due to <br /> 24 the property shape and the site is not a square site but is unique to the northwest corner. <br /> 25 <br /> 26 Motion carried unanimously <br /> 27 <br /> 28 Motion by Commissioner Stromgren, seconded by Commissioner Hoska, to recommend <br /> 29 approval of the structure to allow for the proposed use of a supported membrane structure <br /> 30 appropriate for the use of salt storage and loading. <br /> 31 <br /> 32 Motion carried unanimously <br /> 33 <br /> 34 7.5 Health Care Plus, Inc., 2500 Highway 88, #105, a conditional use permit for an adult day <br /> 35 care facility. <br /> 36 <br /> 37 Chair Melsha opened the public hearing at 11:03 p.m. <br /> 38 <br /> 39 Susan Hall stated that Health Care Plus is requesting a conditional use permit and reviewed the <br /> 40 request with the Commission. <br /> 41 <br /> 42 David Olshansky, Administrator,provided an overview of the adult daycare services that the <br /> 43 center would provide noting that the intent of the center is to provide for adults who are in need <br /> of assistance. He reviewed the differences between an adult daycare and home health care <br /> 10 services with the Commission. He stated that it is their hope to be open for approximately 15 to <br />
