Planning Commission Meeting Minutes <br /> July 15, 2003 <br /> Page 18 <br /> 17 people and the hours of operation would be from 9:00 a.m. to 3:00 p.m. He assured the <br /> 2 Commission that they would not go beyond normal business hours. <br /> 3 <br /> 4 Karen McDonald, 3013 Crestview Drive, stated that she has worked at local nursing homes in <br /> 5 the area and as a public health nurse. She indicated she plans to work at Health Care Plus as the <br /> 6 Medical Director. She stated that there is a high need for adult daycares due to the rising costs <br /> 7 for nursing home care. She explained that the Health Care Center would be a place where adults <br /> 8 could go to have meals, receive physical therapy and medication, where they would check vital <br /> 9 signs, work with doctors and participate in activities. She clarified that they would probably <br /> 10 have some extended hours due to people dropping off individuals before and after their workday. <br /> 11 Vice Chair Stille asked what would be considered the typical mobility of the client base. Ms. <br /> 12 McDonald explained that it would be wheel chair accessible and also include ambulatory. <br /> 13 Commissioner Hanson asked what the ratio would be patient to staff. Mr. Olshansky stated that <br /> 14 the ratio would be 1 to 8. <br /> 15 <br /> 16 Chair Melsha referenced the location stating that it does not appear to be a good loading spot. <br /> 17 Mr. Olshansky explained that they would have handicapped spaces and that they have consulted <br /> 18 with the Building Inspector and Fire Marshall to address the access issues. <br /> 19 <br /> 20 Commissioner Hanson asked what the square footage is for the location. Mr. Olshansky stated <br /> 21 that the square footage is approximately 1200 square feet and a ratio of 40 feet per person, which <br /> would accommodate between 15 to 17 people. Chair Melsha asked if this is regulated by the <br /> ib State. Mr. Olshansky confirmed that it is regulated by the State. <br /> 24 <br /> 25 Vice Chair Stille asked if the handicap ramp is regulated by the State. Commissioner Stromgren <br /> 26 clarified that this would be regulated by the Building Inspection Department. <br /> 27 <br /> 28 Commissioner Stromgren asked for further clarification of the extended hours. Ms. McDonald <br /> 29 explained that they are considering 6:00 a.m. to 6:00 p.m. for their open hours in order to <br /> 30 accommodate the working day and consider individual needs. <br /> 31 <br /> 32 Chair Melsha closed the public hearing at 11:15 p.m. <br /> 33 <br /> 34 Motion by Commissioner Chair Melsha, seconded by Commissioner Stromgren, to recommend <br /> 35 approval of Health Care Plus, Inc.'s request for a conditional use permit for an adult day care <br /> 36 facility located at 2500 Highway 88, #105, with the condition that they maintain and comply <br /> 37 with all federal, state and local laws as applicable while in operation in St. Anthony Village. <br /> 38 <br /> 39 Motion carried unanimously <br /> 40 <br /> 41 7.6 Northgate Condominium Owner's Association and LeRoy Sign Co., 2500 Highway 88, <br /> 42 Sign Variance Request. <br /> 43 <br /> 10 Chair Melsha opened the public hearing at 11:17 p.m. <br />
