Planning Commission Meeting Minutes <br /> July 15, 2003 <br /> Page 7 <br /> asked if this was included in the 170 seats. Mr. Monn confirmed and explained that they are <br /> 2 modeling this restaurant after the Spectators restaurant that recently opened in Savage. <br /> 3 <br /> 4 Commissioner Hanson asked if the restaurant would be finished on all four sides. Mr. Monn <br /> 5 stated that it would be and reviewed the materials with the Commission. He stated that the <br /> 6 building would be primarily brick and stucco with glass in the lower level. He provided an <br /> 7 overview of the rough draft designs of the front elevations for the Commission stating that the <br /> 8 primary material would be brick and stucco with major glass areas wrapping around the <br /> 9 building. He stated that there would be awnings and wall signage around the building and no <br /> 10 windows on the north side, which is where the service doors would be located. <br /> 11 <br /> 12 Vice Chair Stille asked for clarification on the legal description of the property. Mr. Monn <br /> 13 stated that it is his understanding that the property would be one parcel. <br /> 14 <br /> 15 Chair Melsha asked if they have considered any other ways to move the buildings in order to add <br /> 16 more parking. Mr. Monn stated that they could remove some of the green space. He stated that <br /> 17 they could also go in behind the main part of building and place an additional 10 stalls for <br /> 18 parking. He explained that there would also be service doors and that they could add an <br /> 19 additional five to ten feet for a service zone with curbing. <br /> 20 <br /> 21 Commissioner Stromgren expressed concerns stating that the north face of the building would be <br /> a full brick fagade. Mr. Monn stated that he would review the north side of the building with the <br /> development team to determine if they could break up the appearance and add some design to <br /> 24 the north wall. <br /> 25 <br /> 26 Commissioner Hanson asked if the electrical box would stay where it is. Mr. Monn stated that <br /> 27 the electrical box would probably be moved in addition to a sign on the corner. He explained <br /> 28 that the sign is located on common property. <br /> 29 <br /> 30 Commissioner Stromgren referenced the landscaping and asked if any fencing or structures <br /> 31 would be installed around the area. Mr. Monn stated that presently nothing is planned as far as <br /> 32 enclosures or fencing around the area. <br /> 33 <br /> 34 Chair Melsha asked if Spectators has outdoor seating. Mr. Monn confirmed that there would be <br /> 35 outdoor seating adding that it is included on the plans. <br /> 36 <br /> 37 Chair Melsha expressed concerns regarding music piped to the outdoor seating area stating that <br /> 38 there would be restrictions applied with respect to the residential area. He explained that the <br /> 39 restaurant would have to keep the music low enough so that residents would not hear it from <br /> 40 their yards. Mr. Monn assured the Commission that Spectators would abide by the noise level <br /> 41 requirements. <br /> 42 <br /> 43 Dennis Cavanaugh stated that the Conditional Use Permit addressing the 250-foot residential <br /> requirement was created for specific reasons. He explained that noise from the area is not <br /> Ib something that residents enjoy noting that having a restaurant placed this closely to a residential <br /> 46 area is a bit traumatic for someone not used to the activity it brings.
