Planning Commission Meeting Minutes <br /> July 15, 2003 <br /> Page 8 <br /> .0 <br /> Stonehouse was set back far enough on the property that the distance helped abate most of the <br /> 2 noise. He stated the residents do not want nor do they need any more noise to deal with. He <br /> 3 stated that the Stonehouse had 140 parking spaces adding that on the weekends the entire 140 <br /> 4 spaces were full. He expressed concerns that the weekend parking would spillover into the <br /> 5 residential areas and encouraged the Commission to keep that under consideration. He <br /> 6 explained that most sports bars tend to attract a very aggressive crowd and encouraged the <br /> 7 Commission to consider large buffers for the noise abatement. He stated that as the evening <br /> 8 goes on and things begin to quiet down the sound would travel and appear louder from a <br /> 9 distance. He stated that the residents are concerned that they would lose much of the enjoyment <br /> 10 they experience now with their homes. He stated that the residents want to be represented by the <br /> 11 Planning Commission and asked to consider the variances they grant and to keep in mind that <br /> 12 they would like to be allowed to continue enjoying the ambiance of their homes. He stated that <br /> 13 they would like to see no outside music, minimum signage, no rooftop patio and parking <br /> 14 included in the conditions. He stated that the residents are not part of the business and do not <br /> 15 owe the restaurant additional parking in the residential areas. <br /> 16 <br /> 17 Mike Gonditch, 2901 St. Boulevard, stated that he is amazed that no consideration was given to <br /> 18 the residents with respect to the outdoor patio. He stated that during the time that the <br /> 19 Stonehouse was there the music was loud and went on forever. He expressed concerns that this <br /> 20 would continue with the outdoor patio and compound the noise already tolerated by the <br /> 21 neighborhood. He stated that he did not see anything included in the plans to address the <br /> garbage dumpsters. Chair Melsha explained that the dumpsters would be located on the north <br /> io side of the building, close to Highway 88. <br /> 24 <br /> 25 Tom Sapia, representing the St. Anthony Shopping Center, asked how the variances would affect <br /> 26 the shopping center. He explained that the setbacks are their primary concern. He stated that <br /> 27 parking is a significant issue and expressed concerns that the overage would spill over into the <br /> 28 residential areas and also the shopping center. He also expressed concerns that this type of <br /> 29 variance may not be a good precedent for the City noting the size of the proposed building would <br /> 30 require significant parking. He said they were concerned about the drainage, but glad the <br /> 31 applicant has dealt with it. He stated that the Shopping Center is very interested in seeing this <br /> 32 property developed and asked that the Commission address the parking issues. <br /> 33 <br /> 34 Chair Melsha asked if any consideration was given to placing the service side more to the east <br /> 35 and have the solid wall facing Highway 88. Mr. Christopherson stated that they reviewed <br /> 36 several options stating that the proposed layout helps them achieve the parking count to 120 <br /> 37 spaces. He stated that any other design would cause them to lose the ability to have two <br /> 38 continuous lines of parking. Commissioner Hanson suggested a solid wall to the west and move <br /> 39 the outdoor patio to the Highway 88 side of the building, facing the cemetery and golf course. <br /> 40 He also suggested placing the dumpsters on the west side against the building. Mr. <br /> 41 Christopherson agreed that this would be good idea stating that he would review this suggestion <br /> 42 further and try to accommodate the residents concerns regarding the noise levels. <br /> 43 <br /> Mr. Morin referenced the backside of the building stating that they have considered several <br /> options in an effort to enhance the appearance. He stated that the present plan shows that three <br /> 46 sides of the building would be glass and one side would be all brick. He noted that with the <br />
