He reviewed site plan changes noting that they have <br /> 2 turned the building and moved the drive-through. He noted that parking is a premium adding <br /> 3 that there was some concern about some of the conflicts. He reviewed the original landscaping <br /> 4 plan with the Commission noting that 19 Russian Olive trees were removed. He stated that they <br /> 5 have met with the City's landscape architect reviewed the plan for the trees inside the property, <br /> 6 the layout design and provided them with the conceptual plans. He stated that a meeting is <br /> 7 scheduled for next Wednesday, May 25, 2005 with the City's landscape architect to discuss the <br /> 8 design, to ensure that one group does it and to make sure there are no misunderstandings on the <br /> 9 design. He provided the Commission with an overview of the elevations and materials noting <br /> 10 that the plan is to pick up the elements of the existing building. He pointed out that there is a <br /> 11 good chance that the windows would be opaque glass noting that this would eliminate the ability <br /> 12 to see through the building to the backside of the operation. He stated that the sides of the <br /> 13 building would utilize the same materials and the windows on the west elevation would probably <br /> 14 remain clear unless a need for opaque is determined. He stated that a coffee shop with a drive- <br /> 15 through is proposed for the east elevation noting that the drive-through is a request and <br /> 16 requirement of the coffee shop and they are trying to accommodate their needs without too much <br /> 17 disruption to the flow of traffic on the site. <br /> 18 <br /> 19 Mr. Tucci reviewed the traffic flow stating that it is their belief that they have a good mix to <br /> 20 move customers through the site. He reviewed the parking variance noting that the original <br /> 21 request was for 27 stalls and based on code they would be short by 58 stalls. He stated that under <br /> 22 the new plan they would only be short 18 stalls. He stated that they have improved the overall <br /> 23 numbers and are asking for less of a variance. <br /> 24 <br /> 25 Commissioner Jenson asked for more detail on the coordination of the landscaping and how they <br /> 26 plan to do it. He asked who would have overall responsibility for the maintenance. Mr. Tucci <br /> 27 stated that their responsibility ends at the property line. He stated that they would add trees and <br /> 28 shrubs throughout the area noting that they have asked to work with the City on the landscaping <br /> 29 and to finish the curb. He stated that they have contacted the City's landscape architect and plan <br /> 30 to meet next Wednesday, May 25th to discuss the landscaping plan and to ensure that they have <br /> 31 an integrated plan for the area. He stated that they would also have to determine who should take <br /> 32 on the physical responsibility of doing the work. <br /> 33 <br /> 34 Commissioner Jenson asked what the height of the trees would be. Mr. Tucci stated that the <br /> 35 shrubs would be approximately two-feet in height and the trees, over time, could grow as tall as <br /> 36 15 to 20-feet in height. <br /> 37 <br /> 38 Commissioner Young stated that the first site plan showed a different location for the drive- <br /> 39 through and asked for further clarification on the changes. Mr. Tucci reviewed the proposed <br /> 40 location of the drive-through and the impact on traffic flow with the Commission. <br /> 41 <br /> 42 Chair Stromgren asked if audio equipment would be used for the drive-through. Mr. Tucci <br /> 43 confirmed that audio equipment is part of the design for the drive-through. <br /> 44 <br />
