Planning Commission Meeting Minutes <br /> June 21, 2005 <br /> Page 10 <br /> 1 Paul Harris, 1708 Central Avenue Northeast,Vice President, Hannay's Wholesale Marine <br /> 2 Distributors, stated that they are a family run marine business and have been in business since <br /> 3 1950-51 timeframe. He stated that they have been located at 18th and Central since 1971 and the <br /> 4 business is both wholesale and retail. He indicated that they would plan to move the retail <br /> 5 portion to this site and reviewed. <br /> 6 <br /> 7 Chair Stromgren asked what their plans would be for storage and display. <br /> 8 <br /> 9 Mr. Harris explained that storage would be somewhat of an issue noting that they plan to utilize <br /> 10 the 18''and Central location for storage. He assured the Commission that no customer boats <br /> 11 would be kept outside and that they area would be kept as clean as possible. He noted that they <br /> 12 do not expect a lot of traffic to the retail sites. <br /> 13 <br /> 14 Vice Chair Hanson asked if they plan to display boats inside the building. Mr. Harris confirmed <br /> 15 stating that they would be able to place 20 to 25 boats inside the building. <br /> 16 <br /> 17 Vice Chair Hanson asked what kind of storage would be considered for the site. Mr. Harris <br /> 18 stated that the site has a small, fenced in area that they plan to utilize noting that it is possible that <br /> 19 the area could be enlarged at a later time. <br /> 20 <br /> 21 Commissioner Hoska referenced previous minutes stating that there was concern brought <br /> 22 forward by Mr. Cavanaugh regarding noise issues and asked what they do to keep the noise down <br /> 23 when people bring in their power motors for repairs. Mr. Harris explained that they place the <br /> 24 motors into test tanks, which help muffle the sound of the motor. He further explained that the <br /> 25 tanks would be located in a run room and buffered for sound. <br /> 26 <br /> 27 Commissioner Jensen asked if Staff would get further clarification on the conditional use permit <br /> 28 process. Ms. Moore-Sykes stated that she would update Mr. Harris as soon as she hears back <br /> 29 from the City Attorney. <br /> 30 <br /> 31 8.2 Senior Cooperative Developmentā€”Nichols Development <br /> 32 <br /> 33 Ms. Moore-Sykes stated that staff received a call from Terry Bartz, La-Nel, asking to come <br /> 34 before the City with their proposal to construct a senior cooperative on the site adjacent to <br /> 35 Autumn Woods. She stated that currently the site is zoned R-1 and would have to be rezoned to <br /> 36 R-4 to accommodate this project. She stated that the proposed location is a site that the City has <br /> 37 worked to redevelop for several years adding that the senior cooperative proposal is appropriate <br /> 38 for the area because Kenzie Terrace Condominiums are located to the northeast and Autumn <br /> 39 Woods is adjacent to the site to the east. She indicated that staff met earlier to discuss the project <br /> 40 noting that they would have to meet with the developers to review the site plans, discuss grading, <br /> 41 engineering and storm water retention requirements and to also consider the dimensional <br /> 42 requirements for the R-4 Zoning District. <br /> 43 <br /> 44 Paul Brewer, La-Nel Financial, owners of Autumn Woods, stated that in 2002 they entered into <br /> 45 an agreement to purchase five lots on Kenzie Terrace from the City.
