Planning Commission Meeting Minutes
August 16, 2005
Page 15

Chair Stromgren noted that a stoop could include a ramp or stairs and suggested further
clarifying and considering a second process. He stated that they can't address every unique issue
but it could be better clarified.

Commissioner Jensen stated that the concern is that many of the properties were dealing with
life-saving improvements, which prompted the need to amend the verbiage within the code
language.

Ms. Moore-Sykes stated that she likes the live-saving verbiage and reviewed with the
Commission. She suggested including the words `either'; `or'; and `and' to provide further
clarification.

Commissioner Jensen stated that a lot of different window-well styles are being introduced into
the marketplace that include staircases and are not just 3-feet deep anymore. He stated that some
of these differences should be considered.

Ms. Moore-Sykes stated that Staff would prefer to be a proactive participant rather than a code
enforcer with restrictions. She stated that Staff has received several calls this summer regarding
the installation of egress windows adding that she would run their suggestions by City council
and provide their feedback to the Commission for additional comment.

Chair Stromgren suggested including the changes in a City newsletter to inform Community of
these changes.

8.3. Snyder's Drug

Dave Leonard, Owner, Snyder's Drug stated that their lease is up and they need to find a place to
locate their business. He stated that St. Anthony Marketplace has an empty space where they
would be able to include a drive-through window for the pharmacy. He stated that they would
not have to create any end cuts or change the widths adding that it would allow them to remain
within one block of where they are currently located. He stated that this location would meet all
of their needs and requirements adding that the interior of the current location is not in good
shape, which is another reason why they would like to relocate.

Chair Stromgren clarified that they would not have a canopy. Mr. Leonard clarified that they
would only need a protective canopy over the window because it comes in on the right side of the
building. He stated that it would also include a small speaker system similar to what is used at a
bank drive-up.

Chair Stromgren asked Mr. Leonard if he had any idea as to the number of transactions they
would process within an hour. Mr. Leonard explained that this area could accommodate two to
three vehicles without impacting the flow of traffic. He stated that they would probably handle
approximately six transactions per hour noting that this figure is probably a bit high.
