Chelmsford Rezoning Request <br /> Dear City Council, <br /> My name is Troy Martenson. I am the owner of 3645 Chelmsford Rd. My <br /> wife Trish and I are realtor consultants in the St Anthony/ New Brighton <br /> area and have been for almost 10 years now. <br /> Along with real estate sales, I am extensively involved in property <br /> rehabilitation, remodeling and new construction. <br /> The subject property would have qualified for a lot split, but cannot be split <br /> due to a large NSP easement. Therefore I have a situation where there is a <br /> somewhat run down 1940's single family home on one end of a 107 x 220 <br /> lot. <br /> I tried rezoning to R3 for a very nice 4 unit building that would have <br /> substantially improved the area and was turned down. This is my third and <br /> final attempt to rezone this property. <br /> I am requesting rezoning from R1 to R2 so I may tear down the existing run <br /> down house and build a quality double bungalow type property. The <br /> structure would consist of two one level homes with 2 car garages, quality <br /> built and in good taste. <br /> In my experience, I am finding more and more 55+ people looking for low <br /> maintenance, 1 level living. This plan would cater to our aging community. <br /> This is a mixed use area with all types of zoning around it. This would be a <br /> perfect lot for R2 zoning and would certainly not be spot zoning. <br /> There would also be a great tax advantage for the city if a structure like this <br /> was built.
