COMPREHENSIVE SEWER PLAN REQUIREMENTS <br /> The Council looks for provisions in a community's comprehensive plan that provide for <br /> wastewater service commensurate with the needs of expected future development. The <br /> Council's requirements for the wastewater, surface water management and water supply <br /> sections of a comprehensive plan are listed below. <br /> Under state law, local governments are required to submit both a wastewater plan <br /> element to their comprehensive plan as well as a comprehensive sewer plan (CSP) <br /> describing service needs from Metropolitan Council Environmental Services (MCES). <br /> Before any local government unit in the metropolitan area may proceed with a sewer <br /> extension, the CSP must be consistent with the Council's Wastewater Systems Plan and <br /> be approved by the Council. In the past, the required information in the CSP has been <br /> broader in scope than the information required for the comprehensive plan and has <br /> provided more detailed engineering information. To simplify this process and allow the <br /> Council to review both documents simultaneously, the Council has combined the <br /> required elements of both plans into the following criteria: <br /> Requirements for Areas Served by the Regional System <br /> 1. Adopted community forecast of households and employment in five-year increments <br /> to 2030,based on the Council's 2030 forecasts with any subsequent negotiated <br /> modifications. <br /> 2. A map or maps showing the following information: <br /> a. The community's existing sanitary sewer system identifying lift stations, waste <br /> disposal sites, existing connections points to the MDS, and the future connection <br /> points for new growth if needed. <br /> b. Inter-community connections and any proposed changes in government boundaries <br /> based on orderly annexation agreements. <br /> c. The location of all private and public wastewater treatment plants. <br /> d. The map should designate each existing or future connection point to the MDS as a <br /> local sewer service district. <br /> 3. A table or tables that provide the following information: <br /> a. Capacity and design flows for existing trunk sewers and lift stations. <br /> b. Information on the number of existing and potential connections by local sewer <br /> service district, and projected flow volume in five-year increments through 2030 <br /> and build out. There is no preferred method for projecting interceptor flows. <br /> Communities may use the method that is most appropriate, and indicate <br /> methodology and assumptions used. <br /> c. Proposed time schedule for the construction of new trunk sewer systems that <br /> require connections to the MDS. <br /> d. Accompanying information on the type and capacity of the treatment facilities, <br /> whether municipally or privately owned, copies of their appropriate National <br /> Pollutant Discharge Elimination System (NPDES) or State Disposal System (SDS) <br /> permit. <br /> 4. City goals, policies and strategies for preventing and reducing excessive infiltration <br /> and inflow (UI) in the local sewer system, including: <br />
