CSAH 136 (Silver Lake Road) Joint Task Force <br /> Meeting #4 Minutes <br /> crossing at this intersection. A 2-lane section in the 36th Avenue area would be more friendly <br /> to pedestrians and school children needing to cross at this intersection, but may cause traffic <br /> tie ups, due to the volume of left turning vehicles. A 3-lane section in this area would <br /> accommodate traffic volume needs and provide for safer driving conditions, but would make <br /> pedestrian crossings more difficult and have a greater impact on adjacent properties. It was <br /> explained by County staff that a center turn lane may be necessary, in order to provide for <br /> safer driving conditions and add capacity for the through traffic demand. It was determined <br /> that traffic movement counts and modeling are needed to determine the capacity needs now <br /> and well into the future. For now, it was the consensus to show a continuous center turn lane <br /> on the revised plans from the fire station to 37th Avenue, as this would be the worst case <br /> scenario. <br /> Attention was also brought to the previously established priority values, which include the <br /> burying of power lines and the addition of decorative lighting as high priority items. These <br /> items will be included in the preliminary layout plan that will need Council approval, before <br /> the County can move into the design process. The timeline for this Council approval process <br /> should be in February, so the design work can begin, as some right-of-way will need to be <br /> purchased and this can take from a few to several months. There was additional discussion <br /> on what should be the next step in the Task Force/public input process. It was decided an <br /> open house type meeting will be held on Monday, January 23, 2006, which is the regular <br /> Task Force meeting time. A general public notice will be given for this meeting and the <br /> revised layout Alternative based on the Task Force consensus will be mailed out to all <br /> members for review before the January 23`d meeting. If the traffic analysis is completed in <br /> advance of this meeting, the 36th Avenue layout could be more conclusively determined, <br /> based on traffic volume needs. <br /> It was suggested that Task Force members talk further to their neighbors and invite them to <br /> the January 23rd open house meeting. It is anticipated that the preliminary layout plan could <br /> be revised, based on any additional public input and discussed with the Village Council at a <br /> council workshop on Tuesday, February 7th. Formal Council approval could then be <br /> requested at their next regular meeting on February 14th <br /> A comment was made that this is a rather quick approval process. It was explained that the <br /> design process needs to begin soon, in order to get final plans prepared, bids received and <br /> construction commenced in early 2007. The Council must approve the concept layout plan <br /> before the design process can begin. The meeting was adjourned at approximately 9:30 p.m. <br /> ai he, <br /> 111a e <br />
