CSAH 136 (Silver Lake Road) Joint Task Force <br /> Meeting #4 Minutes <br /> a <br /> field parking lot entrance; a connection between the City Hall parking lot and the <br /> play field parking lot and parking spaces added in the area of the closed entrance. <br /> ■ A 6-foot wide walk back-of-curb on both sides, except across the City property <br /> north of 33rd Avenue, where there is a 6-foot wide boulevard area with a 5-foot <br /> walk behind the boulevard. <br /> ■ Closure of the south church drive and relocation of the north church drive to align <br /> with the south City Hall entrance and a new pedestrian crosswalk along the north <br /> side of this entrance. <br /> ■ South of 37`h Avenue the southbound tapered curb lane is extended and the <br /> existing raised island is modified to provide for additional stacking of northbound <br /> left turning vehicles. <br /> • An 8-foot wide shoulder area (includes the 2-foot concrete gutter and 6-feet of <br /> new asphalt pavement) the length of the project, except in right turn lane areas. <br /> • 4-foot wide bump outs at all street intersections, except at right turn lane locations <br /> and at 3 mid-block locations (30`h & 34th Avenues and north side of the fire <br /> station on both sides of the roadway). <br /> Alternative 2 is the same as Alternative 1, except as follows: <br /> A 6-foot wide boulevard area both sides from near St. Anthony Blvd. to 33rd <br /> Avenue. <br /> ■ A 5-foot walk-back of boulevard on both sides. <br /> ■ A continuous center turn lane from the north side of the fire station to 37d' <br /> Avenue. <br /> 2. DISCUSSION <br /> Following the informal review of the layouts, Ron Roetzel explained both Alternatives from <br /> one end of the project to the other, followed by questions/answers and comments. Based on <br /> comments and value priorities established at the previous Task Force meeting, neither <br /> Alternative included any on-street parking, which would require an additional 2-feet of <br /> pavement, to meet minimum State aid standards of 10-feet from the face of curb. There was <br /> much discussion on the parking issue and it was resolved to include a revision to the plans <br /> showing on-street parking, except on the east side, adjacent to the City Hall property and in <br /> the areas of right tum lanes. In addition, it was the consensus that boulevards would be a <br /> nice residential feature, but due to the additional property impacts and difficulty in <br /> maintaining the grass, due primarily to salt spray during winter months, boulevards should <br /> not be included. <br /> There was concern express6d with the southbound merging of traffic south of 36th Avenue, as <br /> well as the need to accommodate both left turning vehicles at 37th Avenue and pedestrians <br /> ilia <br />
