CHAPTER i 5 • <br /> Comprehensive planning recognizes the complex interaction between social, <br /> economic, and environmental systems. A comprehensive plan is an <br /> expression of the community's vision and a strategic map to reach that vision. <br /> Comprehensive plans analyze existing economic, social, and environmental <br /> conditions, lay out the goals and policies that will guide future development, <br /> and provide the legal basis for land use controls. Economic vitality,a healthy <br /> environment for children and families,protection of the natural resources, <br /> and the active participation and leadership of local citizens, are all <br /> components of a comprehensive plan that will provide for the sustainable <br /> development of the city. Land use and zoning regulations are just one aspect <br /> of implementing the vision for the city contained in the comprehensive plan. <br /> C. Community-based planning <br /> Cities should take into account the planning activities of adjacent <br /> communities. Potential impacts of future planning actions on those <br /> communities should be given careful consideration. Under the Metropolitan <br /> Minn.Stat.§473 858,soba.2. Land Planning Act, cities must submit their proposed comprehensive plans to <br /> adjacent governmental units and affected school districts for review and <br /> comment. <br /> Minn.stat.§462.3535. Cities and counties are authorized to develop community-based plans to • <br /> Nordmarken v.Citv of Richfield, facilitate cooperative agreements among adjacent communities,and to <br /> 641 rl.w.2d 343(Minn.Ct. coordinate planning to ensure compatibility of one community's development <br /> ,app.2002 . with development of neighboring communities. A city or county that chooses <br /> to develop a community-based plan must cooperate with neighboring <br /> governmental units. State planning provides assistance concerning the <br /> development of community-based plans and on the use of state geographic <br /> information systems data and models for community-based planning. <br /> D. Planning agency or commission duties <br /> Minn.Stat.§462.355. The Municipal Planning Act imposes several duties on the planning <br /> commission: <br /> Minn.Stat.§462.355,subd.1. a Preparation and review of comprehensive plan. The agency must create <br /> the comprehensive plan and coordinate planning activities with other city <br /> departments. <br /> Minn.Stat.§462.355,suba. 1. . Coordination with other units of government.The agency must consider <br /> the planning activities of adjacent units of government and other affected <br /> public agencies. <br /> Minn.Stat.§462.355,5„Ud. 1. .
