Planning Commission Meeting Minutes <br /> February 21, 2006 <br /> Page 5 <br /> 1 Ms. Moore-Sykes stated that a summary of the City Ordinance enforcement activity has been <br /> 2 provided for the Commission's review. She explained that the report is provided to give the <br /> 3 Commission an idea of what is going on in the City as far as code enforcement noting that it was <br /> 4 a very quiet first quarter. <br /> 5 <br /> 6 10.3 2006 Strategic Planninp, <br /> 7 <br /> 8 Ms. Moore-Sykes provided the Commission with a brief review of the City goals noting that <br /> 9 their first goal is to address the sanitary and storm water sewers. She explained that the <br /> 10 Metropolitan Council has identified the City of St. Anthony as having inflow/outflow problems <br /> 11 and must now come into compliance. She further explained that the Metropolitan Council would <br /> 12 start accessing fines and penalties if the City does not address the sanitary infiltration flow issues. <br /> 13 She stated that the City has to fix these areas noting that one of the areas to address would be <br /> 14 sump pumps that have been incorrectly installed in residential homes. She stated that the City is <br /> 15 implementing a program that would help find incorrect and faulted connections and compel the <br /> 16 owners to correct the problem. She stated that this is an important and sensitive project, as it <br /> 17 could cost the homeowner a lot of money to fix the problem <br /> 18 <br /> 19 Ms. Moore-Sykes stated that the second goal is to install automated water meters. She reviewed <br /> 20 the current process the City uses to collect information with the Commission noting that it is very <br /> 21 labor intensive and the City is looking to automate this process. She stated that the City would <br /> 22 also like to address sidewalks and street lighting noting that this would have to be done by <br /> 23 Statute. She stated that the City would also like to prepare a plan for Emerald Park, which is one <br /> 24 of the more heavily used parks and is in need of a facelift and improvements. <br /> 25 <br /> 26 Commissioner Jensen referenced the water meter changes and asked if there is a better system <br /> 27 that could be used. Ms. Moore-Sykes stated that she would review with the Public Works <br /> 28 Director and provide an update to the Commission. <br /> 29 <br /> 30 Vice Chair Hanson noted the costs for installing an automated water system and asked for <br /> 31 clarification of the costs and who would bear those costs,the homeowner or the City. Ms. <br /> 32 Moore-Sykes stated that it was her understanding that the City would bear the costs noting that <br /> 33 she would verify and update the Commission. <br /> 34 <br /> 35 Ms. Moore-Sykes stated that Staff, with the help of consultants, are currently putting together <br /> 36 articles of information on the sewer issues, sump pump rules and sanitary water issues with the <br /> 37 intent to present this information at a later date. She stated that the plan is to also include this <br /> 38 information on the City website and distribute to the community. She assured the Commission <br /> 39 that Staff plans to do as much as possible to keep the community informed of the process and <br /> 40 potential changes. <br /> 41 <br /> 42 Commissioner Jensen asked if the City or the Metropolitan Council would consider some form <br /> 43 of homeowner TIF funding to help with the costs. He expressed concerns stating that it would be <br /> 44 very expensive for some homeowners to come into compliance. Ms. Moore-Sykes assured the <br /> 45 Commission that funding would be one of the topics of discussion. <br />
