Planning Commission Meeting Minutes <br /> September 19, 2006 <br /> Page 2 <br /> 1 permitted except signs in the Recreational/Open Space District located on property owned by the <br /> 2 City or Independent School District 282. <br /> 3 <br /> 4 Mr. Bona informed Staff that because of the constant changes to gas prices, it is difficult at times <br /> 5 to keep up with the fluctuations. He mentioned he was concerned with the number of times his <br /> 6 staff were required to manually change the gas prices. Mr. Bona told Staff it was difficult to <br /> 7 change the plastic numbers in winter, as the plastic would become brittle, break and were <br /> 8 difficult to attach to the pylon signs. He also stated it was dangerous to use a ladder in the winter. <br /> 9 <br /> 10 Assistant City Manager Moore-Sykes stated Staff researched other communities to see how many <br /> 11 other cities allowed gas stations to use electronic signage. She found the communities of <br /> 12 Shoreview, MN, Watertown, SD and Bulverde, TX allow electronic changeable signs for gas <br /> 13 stations and convenient stores; Coon Rapids allows changeable copy for illuminated signs. <br /> 14 Assistant City Manager Moore-Sykes reported Bloomington is considering an ordinance whereby <br /> 15 the various types of electronic signs are separated into four categories to establish development <br /> 16 standards unique to each sign type. Assistant City Manager Moore-Sykes reported Staff is <br /> 17 pursuing a change to the ordinance. <br /> 18 <br /> 19 Mr. Bona mentioned New Brighten and Columbia Heights also allow them. <br /> 20 <br /> 21 Mr. Kevin Koenig, Mobil, appeared before the Commission and stated most cities do not care <br /> 22 what other cities do concerning electronic signage. <br /> 23 <br /> 24 Mr. Koenig displayed a photo of how the sign would look. <br /> 25 <br /> 26 Chair Stromgren asked what height the text would be. <br /> 27 <br /> 28 Mr. Koenig stated the upper prices are 21.3 inches and the lower are 14.3 inches. <br /> 29 <br /> 30 Commissioner Young asked if only two prices needed to be posted. <br /> 31 <br /> 32 Mr. Koenig replied the industry trend is dual. He mentioned the price sign has a photocell that <br /> 33 becomes brighter in the sunlight and dims during darker times of the day so it is not offensive. <br /> 34 <br /> 35 Commissioner Young asked what hours the signs would be lit. <br /> 36 <br /> 37 Mr. Koenig stated he would try to get an answer from the manufacture. <br /> 38 <br /> 39 Chair Stromgren asked Mr. Koenig if he had seen any other types of signs that would achieve the <br /> 40 same result where employees did not have to use ladders to reach the signs. <br /> 41 <br /> 42 Mr. Koenig replied the roller type numbers were an option but had many problems especially in <br /> 43 winter, as the electric motors did not hold up. <br /> 44 <br /> 45 Chair Stromgren mentioned when going around town did not see other electronic signage. <br />
