Planning Commission Meeting Minutes <br /> March 18, 2008 <br /> Page 5 <br /> 1 Assistant City Manager Moore-Sykes provided a presentation on the Sign Ordinance and the <br /> 2 First Amendment. She explained the First Amendment principles applicable to signs. She <br /> 3 reported the City could not regulate the content of a sign or favor commercial speech over non- <br /> 4 commercial speech. She explained the City must provide easily understood purpose and <br /> 5 rationale for the sign permitting process and regulations must accomplish a substantial <br /> 6 government interest. <br /> 7 <br /> 8 Commissioner Cronin questioned when the sign ordinance would be drafted. <br /> 9 <br /> 10 Assistant City Manager Moore-Sykes replied it would come before the City Council for three <br /> 11 readings on March 25, April 22, and May 27, 2008. <br /> 12 <br /> 13 IX. REPORTS FROM STAFF <br /> 14 <br /> 15 Chair Stromgren pointed out that the final open house for the Silver Lake Road Project would <br /> 16 occur on Monday, March 31, 2008, at City Hall from 6:30 to 8:00 p.m. <br /> 17 <br /> 18 Assistant City Manager Moore-Sykes reported she received the first draft of the recodification of <br /> 19 the City Ordinance. She stated staff is waiting for legal review and comments. <br /> 20 <br /> 21 Assistant City Manager Moore-Sykes reported the Comp Plan is being reviewed by the Met <br /> 22 Council. She stated a representative from Met Council requested to meet with staff to discuss the <br /> 23 plan. <br /> 24 <br /> 25 Assistant City Manager Moore-Sykes indicated she included the government seminars available <br /> 26 for Commissioners to attend. <br /> 27 <br /> 28 X. COMMUNITY FORUM <br /> 29 <br /> 30 None <br /> 31 <br /> 32 X. INFORMATION AND ANNOUNCEMENTS <br /> 33 <br /> 34 None <br /> 35 <br /> 36 XI.
