Planning Commission Regular Meeting Minutes <br /> June 17, 2008 <br /> Page 2 <br /> 1 <br /> 2 Assistant City Manager Moore-Sykes stated Mr. Julius Chu contacted staff recently when he was <br /> 3 advised by the Fire Department that he should contact Planning Staff before they sign off on his <br /> 4 request for an occupancy permit. He was told that he may not be in compliance in using a <br /> 5 commercial site as a location for his assembly. Upon contacting Planning Staff,Mr. Chu was <br /> 6 advised that the use he is proposing for a site in the Northgate Business Center requires a <br /> 7 conditional permitted use, and he was informed about the application and public hearing process. <br /> 8 Mr. Chu agreed to participate in a Concept Review at this Planning Commission meeting to <br /> 9 discuss the need for a conditional use permit. Assistant City Manager Moore-Sykes stated she <br /> 10 has not received an application yet,but expects to receive one shortly. Staff has received no <br /> 11 phone calls regarding this group's proposed use of the property. The Police Department advised <br /> 12 Planning Staff that they have not received any complaint calls regarding the Twin Cities <br /> 13 Christian Assembly. <br /> 14 <br /> 15 Mr. Julius Chu, applicant, addressed the Planning Commission and stated Twin Cities Christian <br /> 16 Assembly has been using this site since July of 2006 as a renter. Three months ago he was told of <br /> 17 the owner's intention to sell the unit, and they decided they would like to pursue using the site as <br /> 18 a permanent location for their small church. Mr. Chu stated they would like to comply with City <br /> 19 Code. The Commission has been provided with a brief description of the church. Operation <br /> 20 hours are Sunday 10:00 a.m. to 1:00 p.m., and Wednesday and Friday nights. There is not a <br /> 21 concern from the Association regarding their use on the site. Other uses of the business center <br /> 22 are mostly professional dentists and accounts, and their use is not during the same hours. He <br /> 23 stated they do not have any plans for expansion in the limited location of this site. Mr. Chu stated <br /> 24 he is available to answer any questions of the Commission. <br /> 25 <br /> 26 Chair Stromgren clarified that the Fire Marshal will cover any issues regarding the occupancy of <br /> 27 the building, exiting, etc. The Planning Commission is strictly considering the land use in <br /> 28 relation to City Code. He inquired about the number of parking spaces on the site. <br /> 29 <br /> 30 Mr. Chu replied there are 50 to 60 parking spaces. Twin Cities Christian Assembly uses less than <br /> 31 20 spaces. <br /> 32 <br /> 33 Commissioner Jensen inquired about office functions that may occur within the Assembly space. <br /> 34 <br /> 35 Mr. Chu stated Twin Cities Christian Assembly is a nonprofit organization and there are no <br /> 36 salaried employees. They help with counseling for students with problems, and seek power from <br /> 37 up above. There are also medical doctors in the congregation that help members. <br /> 38 <br /> 39 Commissioner Jensen commented this use seems to fit the way the Guide Plan describes the area <br /> 40 with commercial zoning and office/service as a complimentary use. In addition, there would not <br /> 41 be conflict with the boat store that cannot be open on Sundays. <br /> 42 <br /> 43 Chair Stromgren inquired about the size of the facility. <br /> 44 <br /> 45 Mr. Chu replied the building is approximately 2,000 square feet. <br /> 46 <br />
