Planning Commission Regular Meeting Minutes <br /> June 17, 2008 <br /> Page 3 <br /> 1 Chair Stromgren commented that the limited size of the church seems to fit well within the <br /> 2 assembly category. <br /> 3 <br /> 4 VIII.2. LYNN SQUIRES— 3400 BELDEN DRIVE <br /> 5 <br /> 6 Assistant City Manager Moore-Sykes stated Mr. Todd Gunderson contacted staff about the <br /> 7 possibility of building a two-car garage at 3400 Belden Drive. He is not the property owner at <br /> 8 this time, but has a purchase agreement with the current owner, Lynn Squires. Staff went through <br /> 9 the ordinance requirements and the process of the public hearing and 60-Day Rule. A letter was <br /> 10 sent to Ms. Squires about the City's receipt of the application, and the 60-Day Rule. Assistant <br /> 11 City Manager Moore-Sykes advised currently, there is a single car tuck-under garage attached to <br /> 12 the principle structure. Mr. Gunderson is proposing to construct an additional 20' x 24' accessory <br /> 13 building to be used primarily as a single car garage. Mr. Gunderson is proposing to construct the <br /> 14 accessory building ten feet from the existing garage, using the existing driveway to access both <br /> 15 garages. This location situates the proposed accessory building five feet from the rear lot line and <br /> 16 seven feet from the north side lot line. Mr. Gunderson has stated that he also intends to remove <br /> 17 an existing 20' x 12' deck and replace it with plantings. <br /> 18 <br /> 19 Assistant City Manager Moore-Sykes stated this property is a corner lot but is only 9,170 square <br /> 20 feet rather than the 11,000 square feet as required by City Code. The lot coverage restriction for <br /> 21 lots with conforming square footage is 35%. City Code allows for 40% lot coverage for those <br /> 22 lots that were plotted with smaller dimensions. The project as proposed by Mr. Gunderson will <br /> 23 utilize 34% lot coverage, well within the 40% lot coverage restriction. <br /> 24 <br /> 25 Chair Stromgren clarified for the Commission that the criteria for the garage permit is set out in <br /> 26 Section 1650.02 and relates to things such as neighbors, plantings, trees, relation to the street, <br /> 27 etc. The seven variance criteria are not required to be met with this permit. <br /> 28 <br /> 29 Commissioner Jensen stated he sees no issue in moving forward with the application. He noted <br /> 30 the structure appears to occupy the same space as the current location and the function is similar. <br /> 31 <br /> 32 Chair Stromgren commented that the request is in line with the City Code requirement for a two- <br /> 33 stall garage. He stated hopefully Mr. Gunderson or the homeowner will be able to attend the next <br /> 34 Planning Commission meeting. <br /> 35 <br /> 36 Assistant City Manager Moore-Sykes indicated it is within the Commission's authority to table <br /> 37 the application until the applicant and/or the homeowner attend a Commission meeting. <br /> 38 <br /> 39 Commissioner Jensen noted that applicants are encouraged to attend Commission meetings, but <br /> 40 their attendance is not mandatory. <br /> 41 <br /> 42 IX.
