He was told that the TCCA may not be in compliance with the City's Zoning Ordinance <br /> as it is not a use listed as a permitted use in the commercial zoning district. <br /> Upon contacting City Staff,Mr. Chu was advised that locating TCCA in the Northgate Business Center requires <br /> a conditional permitted use (1635.03 (c)). Mr. Chu was also informed about the application and public hearing <br /> processes. He attended a concept review at the June 17'Planning Commission meeting to present information <br /> on the Twin Cities Christian Assembly organization and to discuss the need for a conditional use permit. <br /> Application Review and Analysis: Minnesota Statutes and City Ordinances require that various criteria be met <br /> by the applicant for an application for a conditional use permit can be considered. <br /> 1. The requested conditional use is one of the Permitted Conditional Uses specifically listed for <br /> the zoning district in which the conditional use is located. City Code, Chapter 16 at 1635.03 (c), <br /> that lists assembly, lodge or convention halls as permitted conditional uses in the Commercial zoning <br /> district. <br /> 2. That the requested conditional use permit will not be detrimental to health, safety or general <br /> welfare of persons residing or working in the vicinity or injurious to property values of <br /> improvements in the area. TCCA, as reported by Mr. Chu is a non-profit organization and often <br /> provides resources and information on community services. Mr. Chu also reported that TCCA has <br /> been located at the subject property since July 2006.
