Planning Commission Regular Meeting Minutes <br /> May 19, 2009 <br /> Page 6 <br /> 1 <br /> 2 Motion carried unanimously. <br /> 3 <br /> 4 Chair Stromgren stated the lot split will be included on the agenda of the May 26, 2009 City <br /> 5 Council meeting agenda. <br /> 6 <br /> 7 VII.3 CUP—IKAM CHILD CARE, LLC; 3055 OLD US HWY 8 <br /> 8 <br /> 9 Chair Stromgren opened the public hearing at 8:05 p.m. <br /> 10 <br /> 11 Assistant City Manager Moore-Sykes presented the staff report for the conditional use permit <br /> 12 application for Ikram Child Care, LLC; 3055 Old US Hwy 8. She stated Ms. Kalthum Jama, <br /> 13 Ikram Childcare, LLC, has requested a Conditional Use Permit (CUP) to allow Ikram Daycare to <br /> 14 be located at 3055 Old US Hwy 8, also known as the St. Anthony Business Center. The subject <br /> 15 property is zoned Light Industrial. The applicants presented a CUP application to the Planning <br /> 16 Commission in a concept review held at the March 17, 2009 Planning Commission meeting. <br /> 17 The applicant has followed the procedure in applying for a CUP as outlined in Section 152.243 <br /> 18 (Conditional Use Permits). An application for the CUP was made on forms provided to Ms. Jama <br /> 19 by staff. The application was signed and dated and the fee in the amount as specified in Chapter <br /> 20 33 of the City Code was attached to the completed application. The public hearing notice for the <br /> 21 May Planning Commission meeting was published in the City's legal newspaper and notices <br /> 22 were mailed to property owners adjacent to the property, according to Sections 30.45 through <br /> 23 30.48. The application is scheduled for the May 26, 2009 City Council meeting for <br /> 24 consideration. Assistant City Manager Moore-Sykes reviewed the items for consideration of the <br /> 25 CUP. She stated staff received no calls or emails opposing this CUP application. <br /> 26 <br /> 27 Ms. Madera Jama, representing the applicant, addressed the Planning Commission and stated the <br /> 28 following regarding the conditions of the CUP: <br /> 29 13 Licensing: They have been in contact with the Fire Marshals and they are reviewing the <br /> 30 plan. Before they get their license from the State to operate a licensed childcare the Fire <br /> 31 Marshal will need to inspect and approve the building. They have also been in contact <br /> 32 with the Health Inspector and the City's Building Inspector to inspect the building. <br /> 33 o Traffic control and parking_ They have two parking lots, one at the main front entrance <br /> 34 that will be used specifically for buses. The second parking lot is in back and will be used <br /> 35 by parents, visitors, employees, and other people with business at the childcare. <br /> 36 13 Play Area: The playground is a little over 2,500 square feet and will be fenced. The <br /> 37 building and playground are connected. <br /> 38 <br /> 39 Ms. Jama stated the building is about 2,700 square feet. There will be a total of three doors; one <br /> 40 as an emergency exit in the back, the second is for teachers to lead the children to the <br /> 41 playground, and the third is the main entrance where there will be a receptionist. <br /> 42 <br /> 43 Chair Stromgren requested the applicant to provide a plan showing the corrected location of the <br /> 44 daycare in the building and highlighting the playground area when the CUP request is reviewed <br /> 45 by the City Council. <br /> 46 <br />
