ELECTRONIC SIGN—WILSHIRE PARK ELEMENTARY SCHOOL <br /> 4 <br /> 5 Assistant City Manager Moore-Sykes presented the staff report on the Conditional Use Permit <br /> 6 (CUP)request for electronic signs for St. Anthony Middle School/High School property <br /> 7 (SAMS/SAHS) and Wilshire Elementary School. She reported that Linn Bjornrud, Wold <br /> 8 Architects and Engineers, contacted staff to ask about the process for obtaining a CUP. He <br /> 9 advised that his firm had been hired by ISD 282 to design and install electronic signs at <br /> 10 SAMS/SAHS property on 33`d Avenue NE and at Wilshire Park Elementary located at the corner <br /> 11 of Highcrest Road and 37th Avenue NE. Staff advised Mr. Bjornrud of the process and the City's <br /> 12 sign ordinance regarding electronic signs. Electronic signs are permitted with an approved CUP, <br /> 13 flashing and animation are prohibited, and there are restrictions on hours of operation. Mr. <br /> 14 Bjornrud indicated that originally, animation had been planned as part of the software program <br /> 15 the School District was interested in using for the electronic signs. The School District has since <br /> 16 reconsidered and removed the animation from the plan and has decided to add an additional <br /> 17 electronic sign for Wilshire Park Elementary School. <br /> 18 <br /> 19 Mr. Linn Bjornrud, Wold Architects and Engineers, addressed the Planning Commission and <br /> 20 provided information on the CUP proposal by ISD 282 for electronic signs at SAMS/SAHS and <br /> 21 Wilshire Elementary School. He stated rather than pursuing animation capabilities with the sign <br /> 22 at SAMS/SAHS the School District has opted to move forward with pursuing a CUP for an <br /> 23 electronic message sign allowed through this process, as well as an additional sign at Wilshire <br /> 24 Park Elementary School. The design will be the same for both signs; construction details have <br /> 25 been provided to the Planning Commission. The size of the sign has been revised to fit within the <br /> 26 requirements. The School District believes that the modifications they have made have brought <br /> 27 the CUP request within the requirements of the sign ordinance. <br /> 28 <br /> 29 Mr. Bjornrud answered questions of the Planning Commission regarding the construction plans <br /> 30 for the proposed electronic message signs. The St. Anthony New Brighton ISD 282 logo will be <br /> 31 mounted on the masonry with"halo" back lighting. Separate applications have been submitted <br /> 32 for the signs at SAMS/SAHS and Wilshire Park Elementary. The signs will have the same design <br /> 33 and the brick on each sign will match the building. The signs will be LED lighting, similar to the <br /> 34 City sign. <br /> 35 <br /> 36 Commissioner Jensen suggested it may be helpful to plot the corner visibility triangle on the site <br /> 37 plan for Wilshire Park Elementary. Commissioner Heinis concurred. <br /> 38 <br /> 39 Commissioner Jensen commented that the animation statement included in the City Code may be <br /> 40 similar to animation included in a software package, which the School District has looked at <br /> 41 omitting from the signs. He suggested clarification on this when the CUP comes forward. Chair <br /> 42 Stromgren concurred. <br /> 43 <br /> 44 Mr. Bjornrud replied that there was a lot of thought and consideration put into the animation. <br /> 45 One thing the School District considered was having the animation capabilities built in even <br /> 46 though it may be restricted at this time.
