Background: Linn Bjornrud, Wold Architects and Engineers,contacted Staff to ask about the process for obtaining a Conditional Use Permit (CUP) to allow for the placement of an electronic sign on the Wilshire Park Elementary School property. Staff advised Mr. Bjornrud of the process and the City's sign ordinance at 155.29 DISTRICT SCHEDULES, (D), states that while electronic signs are permitted with an approved CUP in a Recreational/Open Space Zoning District; flashing and animation are not permitted(2)(a);and hours of operation are restricted (2)(b). Application Review and Anal: Mr. Bjornrud appeared before the Planning Commission at a concept review during the April 21St Planning Commission meeting to present the School District's electronic sign proposal for Wilshire Park Elementary. The School District's initial request included animation as part of the software program for the electronic sign. At the concept review, the Planning Commission advised Mr. Bjornrud that the proposed animation was not an allowable feature as per the Sign Ordinance and has since been removed from the School District's proposal and application. As part of the application, Mr. Bjornrud indicated that the proposed electronic sign would replace the two (2) signs that existed previously;one identified the St. Anthony Middles School and one identified the St. Anthony High School. One double-sided electronic sign will be used by both schools to communicate events to the community. 1. The requested conditional use is one of the Permitted Conditional Uses specifically listed for the zoning district in which the conditional use is located.
