Staff advised Mr. Bjornrud of the process and the City's sign ordinance <br /> at 155.29 DISTRICT SCHEDULES, (D), states that while electronic signs are permitted with an approved <br /> CUP in a Recreational/Open Space Zoning District; flashing and animation are not permitted(2)(a);and <br /> hours of operation are restricted (2)(b). <br /> Application Review and Anal: Mr. Bjornrud appeared before the Planning Commission at a concept <br /> review during the April 21St Planning Commission meeting to present the School District's electronic sign <br /> proposal for Wilshire Park Elementary. The School District's initial request included animation as part of <br /> the software program for the electronic sign. At the concept review, the Planning Commission advised Mr. <br /> Bjornrud that the proposed animation was not an allowable feature as per the Sign Ordinance and has since <br /> been removed from the School District's proposal and application. <br /> As part of the application, Mr. Bjornrud indicated that the proposed electronic sign would replace the two <br /> (2) signs that existed previously;one identified the St. Anthony Middles School and one identified the St. <br /> Anthony High School. One double-sided electronic sign will be used by both schools to communicate <br /> events to the community. <br /> 1. The requested conditional use is one of the Permitted Conditional Uses specifically listed for <br /> the zoning district in which the conditional use is located.
