That the requested conditional use permit will not be detrimental to health,safety or general <br /> welfare of persons residing or worldng in the vicinity or injurious to property values of <br /> improvements in the area. The School District plans to replace the two (2) existing ground signs at <br /> the St. Anthony Middle School and the St. Anthony High School with one electronic sign. Mr. <br /> Bjomrud has indicated that the School District will adhere to City requirements regarding hours of <br /> operation of the sign. The City Code states that in no event shall the sign be permitted to be operated <br /> between the hours of 10:00 p.m. and 6:00 a.m., 155.29(D)(2)(b). <br /> Mr. Bjomrud stated that the School District will not include flashing or animation as part of the <br /> software program to be used for the proposed electronic sign so as to be in conformance with the City <br /> Code, 155.29(D)(2)(a). <br /> 3. The requested Conditional Use Permit is considered necessary or desirable at the subject <br /> location to provide a service or a facility which is in the interest of public convenience and will <br /> contribute to the general welfare of the neighborhood or community. The School District states <br /> that it is the intent of this proposed electronic to communicate school district information and events <br /> that will be of interest to the community (155.29(D)(2)(0). <br /> The proposed sign placement for the electronic Wilshire Park Elementary appears to be in the County right-of- <br /> way along 37h Avenue. Mr. Bjomrud was advised of the situation and that he would need to contact County for <br /> additional information. <br /> Communications: Staff has received no phone calls regarding the proposed electronic sign for this school <br /> location. One resident who lives across the street from the Middle School/High School voiced concerns about <br /> the possible flashing, animation or brightness issues that might be associated with the proposed electronic sign. <br /> Staff also received a call from a resident who voiced objections about the public notification process for the <br /> electronic signs for both locations, Wilshire Park Elementary and the Middle School/High School.
