Planning Commission Regular Meeting Minutes <br /> July 21, 2009 <br /> Page 8 <br /> 1 Ordinance. The animation has since been removed from the School District's proposal and <br /> 2 application. <br /> 3 <br /> 4 Assistant City Manager Moore-Sykes reviewed the criterion for consideration of the CUP <br /> 5 request. <br /> 6 <br /> 7 Mr. Linn Bjornrud, Wold Architects and Engineers, addressed the Planning Commission and <br /> 8 stated he is present on behalf of the School District. One thing to note is that it has been <br /> 9 confirmed that the proposed location for the sign is not within the County right-of-way. He stated <br /> 10 the School District attempted to get a definite number on the setback from the County, and has <br /> 11 been unable to confirm a number at this time. He requested that as part of the recommendation <br /> 12 the Planning Commission allow for the sign to be replaced in the current location if the School <br /> 13 District is unable to receive confirmation on the setback requirement. Mr. Bjornrud indicated that <br /> 14 the sign will be the same as the sign to be located on the SAMS/SAHS site. The technology to be <br /> 15 used will be LED and will match the City's; the hours of operation will match the City's sign as <br /> 16 well. <br /> 17 <br /> 18 Mr. Bjornrud answered questions of the Commission regarding the proposed electronic message <br /> 19 sign at Wilshire Park Elementary School. It will be ensured that the setback requirement is <br /> 20 maintained with the sign placement. He presented a photo depicting the view of the proposed <br /> 21 placement of the sign from the street. <br /> 22 <br /> 23 Commissioner Jensen indicated he would like confirmation that the underground utilities to the <br /> 24 sign are not located in the easement of a different party. <br /> 25 <br /> 26 Chair Stromgren closed the public hearing at 8:29 p.m. <br /> 27 <br /> 28 Mr. Bjornrud answered questions on the sign copy area proposed for the sign. The sign copy for <br /> 29 this site has been reduced from that of the SAMS/SAHS site due to this sign being for one site, <br /> 30 rather than two schools. The sign copy is proposed to be 68 square feet <br /> 31 <br /> 32 Commissioner Jensen inquired how sign copy is measured to meet permit requirements. He <br /> 33 noted there may be relevance in determining how much copy area is taken up by the St. Anthony <br /> 34 ISD logo and making necessary changes to meet the requirements, as what has been proposed is <br /> 35 slightly bigger than what is allowable. <br /> 36 <br /> 37 Motion by Commissioner Jensen, seconded by Commissioner Heinis, to recommend approval of <br /> 38 the Conditional Use Permit for an electronic sign at 3600 Highcrest Road, subject to verification <br /> 39 of the signage area prior to the City Council meeting, and confirmation of the underground utility <br /> 40 easements and setback area that the sign is relocated to. <br /> 41 <br /> 42 A friendly amendment was made by Chair Stromgren to require that the applicant obtain <br /> 43 confirmation with Hennepin and/or Anoka Counties on the semaphore issue, to be reviewed by <br /> 44 the Public Works Director. <br /> 45 <br /> 46 Motion carried unanimously. <br />
