He suggested obtaining further information by contacting the School <br /> 2 District or City Hall. <br /> 3 <br /> 4 Mr. Allen Lilienthal, 3312—33rd Avenue, addressed the Planning Commission and inquired <br /> 5 about the dimensions of the sign and the length of the electronic messages. Chair Stromgren <br /> 6 provided information on the proposed size of the sign and amount of time messages are required <br /> 7 to be displayed. <br /> 8 <br /> 9 Commissioner Jensen indicated it would be beneficial for the graphics on the setback to include <br /> 10 dimensions from the right-of-way. He noted parking lot lighting should be directed downward <br /> 11 and there are likely timers as well. Mr. Bjornrud stated that the project conforms to light <br /> 12 pollution requirements. <br /> 13 <br /> 14 Chair Stromgren closed the public hearing at 8:14 p.m. <br /> 15 <br /> 16 Motion by Commissioner Jenson, seconded by Commissioner Chaput, to recommend approval <br /> 17 of the Conditional Use Permit for an electronic sign at 3300 33rd Avenue NE. <br /> 18 <br /> 19 A friendly amendment was made by Commissioner Jensen to require confirmation that the <br /> 20 underground utilities to the sign are not located in the easement of a different party. <br /> 21 <br /> 22 A friendly amendment was made by Chair Stromgren to require staff to be provided with a <br /> 23 planting design. <br /> 24 <br /> 25 Motion carried unanimously. <br /> 26 <br /> 27 Chair Stromgren noted this item will be on the agenda of the July 28, 2009 City Council <br /> 28 meeting. <br /> 29 <br /> 30 VIIA. SIGN CUP—ISD 282 ELECTRONIC SIGN AT 3600 HIGHCREST ROAD <br /> 31 <br /> 32 Chair Stromgren opened the public hearing at 8:16 p.m. <br /> 33 <br /> 34 Assistant City Manager Moore-Sykes presented the staff report on the conditional use permit <br /> 35 request by ISD 282. Linn Bjornrud, Wold Architects and Engineers, contacted staff to ask about <br /> 36 the process for obtaining a Conditional Use Permit(CUP) to allow for the placement of an <br /> 37 electronic sign on the Wilshire Park Elementary School property. Staff advised Mr. Bjornrud of <br /> 38 the process and the City's sign ordinance at 155.29 DISTRICT SCHEDULES, (D), states that <br /> 39 while electronic signs are permitted with an approved CUP in a Recreational/Open Space Zoning <br /> 40 District; flashing and animation are not permitted(2)(a); and hours of operation are restricted <br /> 41 (2)(b). Mr. Bjornrud appeared before the Planning Commission at a concept review during the <br /> 42 April 21, 2009 Planning Commission meeting to present the ISD 282's electronic sign proposal <br /> 43 for Wilshire Park Elementary. The ISD 282 initial request included animation as part of the <br /> 44 software program for the electronic sign. At the concept review, the Planning Commission <br /> 45 advised Mr. Bjornrud that the proposed animation was not an allowable feature as per the Sign <br />
